Summary:
Ref T6367. Removes `multiplexMail()`!
We can't pass a single body into a function which splits it anymore: we need to split recipients first, then build bodies for each recipient list. This lets us build separate bodies for each recipient's individual translation/access levels.
The new logic does this:
- First, split recipients into groups called "targets".
- Each target corresponds to one actual mail we're going to build.
- Each target has a viewer (whose translation / access levels will be used to generate the mail).
- Each target has a to/cc list (the users who we'll ultimately send the mail to).
- For each target, build a custom mail body based on the viewer's access levels and settings (language prefs not actually implemented).
- Then, deliver the mail.
Test Plan:
- Read new config help.
Then did a bunch of testing, primarily with `bin/mail list-outbound` and `bin/mail show-outbound` (to review generated mail), `bin/phd debug taskmaster` (to run daemons freely) and `bin/worker execute --id <id>` (to repeatedly test a specific piece of code after identifying an issue).
With `one-mail-per-recipient` on (default):
- Sent mail to multiple users.
- Verified mail showed up in `mail list-outbound`.
- Examined mail with `mail show-outbound`.
- Added a project that a subscriber could not see.
- Verified it was not present in `X-Phabricator-Projects`.
- Verified it was rendered as "Restricted Project" for the non-permissioned viewer.
- Added a subscriber, then changed the object policy so they could not see it and sent mail.
- Verified I received mail but the other user did not.
- Enabled public replies and verified mail generated with public addresses.
- Disabld public replies and verified mail generated with private addresses.
With `one-mail-per-recipient` off:
- Verified that one mail is sent to all recipients.
- Verified users who can not see the object are still filtered.
- Verified that partially-visible projects are completely visible in the mail (this violates policies, as documented, as the best available compromise).
- Enabled public replies and verified the mail generated with "Reply To".

To support a unified "Projects:" query across all applications, a future diff is going to add a set of "Edge Logic" capabilities to `PolicyAwareQuery` which write the required SELECT, JOIN, WHERE, HAVING and GROUP clauses for you.
With the addition of "Edge Logic", we'll have three systems which may need to build components of query claues: ordering/paging, customfields/applicationsearch, and edge logic.
For most clauses, queries don't currently call into the parent explicitly to get default components. I want to move more query construction logic up the class tree so it can be shared.
For most methods, this isn't a problem, but many subclasses define a `buildWhereClause()`. Make all such definitions protected and consistent.

We currently record a list of "reasons" why a mail is undeliverable, but this list is string-based (so it can not be translated once we start persisting it) and has only negative reasons (so it can not be used to fully understand reasons for delivery or nondelivery).
Make it code-based (so it can be translated) and allow both positive and negative reasons to be listed (so positive reasons can be understood).

This is becoming a more advanced/power-user feature anyway, and the new syntax will be significantly more complex and hard to explain with a one-liner. I'm currently thinking that I'll maybe make the "help" menu a dropdown and give it some options like:

In particular, if Phabricator tracks remotes, both instances will continue importing commits and sending email about them. Both instances will try to publish to mirrors, too, which could be bad news, and both instances will try to update linked services.

Summary: Ref T5039. This will be necessary for Herald integration so users can make rules like "if app email is one of x, y, or z add projects foo, bar, and metallica." I think its best to do an actual typeahead here -- users select full email addresses -- rather than support prefix, suffix, etc stuff on the email address. I think the latter approach would yield lots of confusion, as well as prevent us from (more) easily providing diagnostic tools about what happened when and why.

Fixes T5185. The fundamental issue is that this `excludePHIDs` property was not saved, so the logic went like this:
- Generate `excludePHIDs` correctly.
- Pass `excludePHIDs` through the stack.
- Perform some other computations correctly.
- Queue the mail for the daemons, throwing it away. {icon bomb}
- Daemons process mail with empty `excludePHIDs` list.
Store it in the persistent properties array instead.
Also remove the "override self mail" thing, since it's only used by `bin/mail send-test` and suffers from the same issue. I think it's too useless to fix, since even if you get caught by it, `bin/mail` makes it clear why the message was dropped.

Fixes T5233.
- The mail adapter API currently expects plain addresses (like `a@b.com`) in `addTos()`, and some adapters can not accept fancy verbose addresses (like `"name" <a@b.com>`).
- When we try to send error email, we pass the entire "From" header into the API. This is incorrect.
- Since it would be nice to make this just work in the future, fix it inside the API.
- Specifically, this is reached with: send email -> generates error -> we try to send you an email back -> we send it to your "From" -> some mailers choke on the fancy name if you have one.
Test Plan: Processed an errorneous email with a fancy "From", got a response error.

Summary:
Some mailers remove the duplicate entries themselves, but some (Mailgun) don't.
This affects installations with metamta.one-mail-per-recipient set to false, and will cause
- ugly looking "to" entries. Gmail, for example, collapses to+cc entries to one list, so you get something that looks like "to: me me john"
- It sometimes causes duplicate delivery of the same message when used in conjuction with Google Groups. I suspect that their message de-dup mechanism is confused by it (I fuzzed it directly with Mailgun, and saw the same message delivered twice - once directly through mailgun, and bounced again through Google Groups). This doesn't happen when the entries are not duplicated.

Summary:
Fixes T3732. Ref T1205. Ref T3116.
External accounts (like emails used as identities, Facebook accounts, LDAP accounts, etc.) are stored in "ExternalAccount" objects.
Currently, we have a very restrictive `CAN_VIEW` policy for ExternalAccounts, to add an extra layer of protection to make sure users can't use them in unintended ways. For example, it would be bad if a user could link their Phabricator account to a Facebook account without proper authentication. All of the controllers which do sensitive things have checks anyway, but a restrictive CAN_VIEW provided an extra layer of protection. Se T3116 for some discussion.
However, this means that when grey/external users take actions (via email, or via applications like Legalpad) other users can't load the account handles and can't see anything about the actor (they just see "Restricted External Account" or similar).
Balancing these concerns is mostly about not making a huge mess while doing it. This seems like a reasonable approach:
- Add `CAN_EDIT` on these objects.
- Make that very restricted, but open up `CAN_VIEW`.
- Require `CAN_EDIT` any time we're going to do something authentication/identity related.
This is slightly easier to get wrong (forget CAN_EDIT) than other approaches, but pretty simple, and we always have extra checks in place anyway -- this is just a safety net.
I'm not quite sure how we should identify external accounts, so for now we're just rendering "Email User" or similar -- clearly not a bug, but not identifying. We can figure out what to render in the long term elsewhere.
Test Plan:
- Viewed external accounts.
- Linked an external account.
- Refreshed an external account.
- Edited profile picture.
- Viewed sessions panel.
- Published a bunch of stuff to Asana/JIRA.
- Legalpad signature page now shows external accounts.
