Summary:
Depends on D20414. Ref T13272. Several minor things here:
- Currently, you can drag panels underneath the invisible "there are no items in this column" div and the "Create Panel / Add Existing Panel" buttons. This is silly; stop it.
- Currently, when viewing a tab panel on a dashboard, you can drag the panels inside it. This is extremely silly. Make "movable" off by default and pass it through the async flow only when we actually need it.
- Make the whole "Add Tab..." virtual tab clickable to open the dropdown. This removes the rare exception/todo combo I added earlier. {key F}
- Add or remove some icons or something.
Test Plan: Moved panels around on dashboards. Tried to drag panels inside tab panels. Added tab. Things were less obviously broken.

Summary: Depends on D20408. Ref T13272. The actual JS is still a little bit iffy, but this makes the server side "move" operation work correctly by updating it to use the same code as everything else.
Test Plan: Moved panels around on single-column and multi-column dashboards, saw them move to reasonable places and stay there when I reloaded the page.

Summary: Fixes T12248. Adds a flag for movable panels, and only allows those to be moved. Also cleaned up some CSS rules missing once a panel was drug into a new position.
Test Plan: Try to drag a tab panel content pane, cannot. Drag normal pane, see CSS, grab and drag same panel back, CSS looks the same.

Summary:

- Add proper class when dropping cards.
- Add proper class when creating new cards.
- Make X-drag explicit so that it works if there's only one column.
- Stop tootips when dragging, resume them after dropping.
- Move CSS rule for consistency.
- Allow user to hit "Escape" to cancel an in-progress drag.
Test Plan:
- Dropped cards.
- Created new cards.
- X-dragged on a workboard with one column and a dashboard.
- Dragged over a tooltip (no tip), dropped, moused over tooltip (tip).
- Hit escape during a drag.

Summary: There are a bunch of unused variables in JavaScript files. These were identified with JSHint.
Test Plan: It's pretty hard to test this thoroughly... on inspection, it seems that everything //should// be okay (unless we are doing weird things with the JavaScript).

Summary:
This gets us the ability to specify a "layout mode" and which column a panel should appear in at panel add time. Changing the layout mode from a multi column view to a single column view or vice versa will reset all panels to the left most column.
You can also drag and drop where columns appear via the "arrange" mode.
We also have a new dashboard create flow. Create dashboard -> arrange mode. (As opposed to view mode.) This could all possibly use massaging.
Fixes T4996.
Test Plan:
made a dashboard with panels in multiple columns. verified correct widths for various layout modes
re-arranged collumns like whoa.
