If you get in trouble, `bin/policy unlock PHID-APPS-PhabricatorApplicationDifferential` and such can get you out now. Test Plan: Unlocked an application. Test Plan: - Ran `bin/policy unlock D12` (adjusted policies). - Ran `bin/policy unlock rPca85c457ebcb` (got "not mutable" stuff).
