This opens up the new action column to have specialized rendering and behavior. Briefly:
- Converted applications (right now, only Paste) render a `CurtainView` to build the column content.
- This view uses new extensions to build panels (projects, subscribers, tokens).
- The panel extension code and rendering can be changed without breaking old stuff.
Minor changes:
- Token awards now load their tokens, for consistency/simplicity.
- Removed the rest of the "fork of" / "forked from" UI in Paste -- I essentially removed these features a while ago, and no one has complained.

Summary:
Two minor changes here:
- Replace `get/setUser()` with `get/setViewer()` for consistency with everything else.
- `getViewer()` now throws if no viewer is set. We had a lot of code that either "should" check this but didn't, or did check it in an identical way, duplicating work. In contrast, very little code checks for a viewer but works if one is not present.
Test Plan:
- Grepped for `->user`.
- Attempted to fix all callsites inside `*View` classes.
- Browsed around a bunch of applications, particularly Calendar, Differential and Diffusion, which seemed most heavily affected.

Ref T9908. This removes the "Create Another Empty Task", "Create A Similar Task" and "Create Another Subtask of Same Parent Task" workflow callouts on the task detail page, which are actions that show up after creating a task or creating a subtask.
- I think "Create Empty" isn't relevant now that we have "Create Task" nearby and the quick create menu?
- I'm not sure if "Create Similar" is worth keeping. If we do want to retain it, I'd maybe like to find a way to do it generically.
- I'm likewise not sure if "Create another subtask" is worth keeping.
Overall, these actions are weird/unusual and I'm not sure how valuable they are. I'm open to keeping "Similar" and/or "Subtask" but I'd like to verify that they're still valuable and make sure we have a reasonable design for them if we retain them.
For example, if we want to retain "Similar", maybe a better approach is just to add "Create Similar Object" to every action menu (which is now possible for EditEngine applications)? There's at least some interest in "Create Similar Repository" in Diffusion.
Also removes a very very old piece of "attached files" code.

Summary:
Fixes T5752. This obsoletes a bunch of old patterns and I'll follow up on those with a big "go do a bunch of mechanical code changes" task. Major goals are:
- Don't load named queries multiple times on search pages.
- Don't require extra code to get standard navigation right on mobile.
- Reduce the amount of boilerplate in ListControllers.
- Reduce the amount of boilerplate around navigation/menus in all controllers.
Specifically, here's what this does:
- The StandardPage is now a smarter/more structured object with `setNavigation()` and `setCrumbs()` methods. More rendering decisions are delayed until the last possible moment.
- It uses this to automatically add crumb actions to the application menu.
- It uses this to automatically reuse one SearchEngine instead of running queries multiple times.
- The new preferred way to build responses is `$this->newPage()` (like `$this->newDialog()`), which has structured methods for adding stuff (`setTitle()`, etc).
- SearchEngine exposes a new convenience method so you don't have to do all the controller delegation stuff.
- Building menus is generally simpler.
Test Plan:
- Tested paste list, view, edit, comment, raw controllers for functionality, mobile menu, crumbs, navigation menu.
- Edited saved queries.
- Tested Differential, Maniphest (no changes).
- Verified the paste pages don't run any duplicate NamedQuery queries.

Summary:
D12409 made me realize this was a bit janky. `PhabricatorTransactionView` was only being used by Conpherence, so move and rename that class to `ConpherenceTransactionView`. Also, rename the existing `ConpherenceTransactionView` to `ConpherenceTransactionRenderer`, moving the actual view bits into the new `ConpherenceTransactionView`. Resulting code is a bit cleaner IMO.
Diff 1 of 2 (second diff has to be written. =D). Diff 2 will take care of the CSS and possibly clean things up further.
Test Plan: played around in conpherence full and conpherence column and things looked nice

The "mlb" on the left nav creates a phantom bottom margin which gives the content measurable height but not scrollable height. Replace it with "plb" (padding) instead.

Summary:
Fixes T5979. There are three issues here:
- We cache document positions when you pick an item up, but don't recalculate them after you scroll, so they get out of date. Dirty the cache when the user scrolls.
- When we rebuild the cache during a drag (previously, this never happened), the position of the object you're dragging is computed wrong (since it has been moved to be under the cursor). Adjust the effective position of the object you've picked up to put it back in the right place in the list.
- When you fiddle around at the bottom of a column you can get jumpy redraws as the height adjusts. Put `min-height` on the container during a drag to prevent this.
Test Plan: In Safari, Chrome and Firefox, dragged items around on columns before and after scrolling the workboard panel.

IMPORTANT: I had to break one thing (see TODO) to get this working. Not sure how you want to deal with that. I might be able to put the element //inside// the workboard, or I could write some JS. But I figured I'd get feedback first.
General areas for improvement:
- It would be nice to give you some feedback that you have a filter applied.
- It would be nice to let you save and quickly select common filters.
- These would probably both be covered by a dropdown menu instead of a button, but that's more JS than I want to sign up for right now.
- Managing custom filters is also a significant amount of extra UI to build.
- Also, maybe these filters should be sticky per-board? Or across all boards? Or have a "make this my default view"? I tend to dislike implicit stickiness.
