Ref T8377. This adds a standard disable/enable feature to Spaces, with a couple of twists:
- You can't create new stuff in an archived space, and you can't move stuff into an archived space.
- We don't show results from an archived space by default in ApplicationSearch queries. You can still find these objects if you explicitly search for "Spaces: <the archived space>".
So this is a "put it in a box in the attic" sort of operation, but that seems fairly nice/reasonable.

- Used ApplicationSearch, which omitted archived objects by default but allowed searches for them, specifically, to succeed.

- For normal installs, you can protect cluster configuration from an attacker who compromises an account (or generally harden services which are intended to be difficult to edit).
- For Phacility, we can lock externally-managed instance cluster configuration without having to pull any spooky tricks.

Fixes T5926. Fixes T5830. Ref T4767. Users currently sometimes have a hard time understanding repository update frequencies. This is compounded by aggressive backoff and incorrect backoff while importing repositories.
- Don't back off while importing repositories. This prevents us from hanging at 99.99% for inactive repositories while waiting for the next update.
- Back off less aggressively in general, and even more gradually during the first 3 days. This should make behavior around weekends better.
- Show update frequency in the UI.
- Provide an explicit "update now" button to call `diffusion.looksoon` in a more user-friendly way.
- Document how backoff policies work and how to adjust behavior.
Test Plan:
- Ran `bin/phd debug pulllocal` and verified backoff worked correctly from debugging output.
- Clicked "Update Now" to get a hint, reloaded page to see it update.

- Accepted Revision -> Request Review. Currently this stays "accepted" due to sticky rules being too aggressive, but should transition to "needs review".
- Accepted Revision -> Plan Changes -> Request Review. Currently this stays "accepted". I think this behavior is correct, and have retained it. (In this case, you don't update the revision, you just "undo" your plan changes.) You can "Request Review" again to get back to "Needs Review".
Then implements a "sticky accept" switch:
- When off, updates downgrade accepts.
- When off, "request review" always downgrades accepts.

- It's a log, so you can see what happened. Particularly, in Git/Hg, there is no other way to tell:
- Who //pushed// a change (vs committed / authored)?

Facebook: I don't recall exactly how all the search stuff is rigged up, but this might provide a more practical / less fragile alternative. I think it publishes into ElasticSearch now, and then intern somehow handles the result merge at display time, implictly relying on Phabricator's storage format? A cleaner approach might be to publish a secondary "intern" index in a standard format.
