Summary:
Ref T8980. Move away from events to EngineExtensions.
This also simplifies hovercards a bit:
- Removes tasks from revision cards.
- Removes blockers/blocked from task cards.
- Removes "Send Message" from user cards.
These mostly felt cluttery to me. Open to arguments to retain them. I think we can make better use of the space, though (e.g., flags, projects + board columns).

Summary: Ref T603. Killing this class is cool because the classes that replace it are policy-aware. Tried to keep my wits about me as I did this and fixed a few random things along the way. (Ones I remember right now are pulling a query outside of a foreach loop in Releeph and fixing the text in UIExample to note that the ace of hearts if "a powerful" card and not the "most powerful" card (Q of spades gets that honor IMO))
Test Plan: tested the first few changes (execute, executeOne X handle, object) then got real mechanical / careful with the other changes.

Summary: Tightens up spacing, remove some of the borders, add alpha channel, make them all blue (sorry, red green and yellow are for 'status'). If we want to do more colors just for hovercards, I have a brown and a black in the mock, but would like to try just blue for now.
