Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
Currently, we have a single `projectPHIDs` field, and a separate flag which makes it act like AND or OR.
This is silly. Make two separate methods for setting `AND` vs `OR` projects. This also simplifies the implmentation.
This doesn't change the UI or any behavior (yet), it just makes the API more usable.
Test Plan: Loaded homepage, "All Projects" task view, verified queries made sense and returned correct results. Grepped for changed method name.

This does a few things:
- Allows you to flag pastes. This is straightforward.
- Allows Applications to register event listeners.
- Makes object action lists emit a 'didrenderactions' event, so other applications can add more actions. The Flags application injects its action in this way. This should generally make it much easier to add actions to objects when we add new applications, with less code duplication and better modularity. We have a really hacky version of this in Differential that I want to get rid of in lieu of this more general approach. I'm going to make object lists do the same thing, so any application can jump in and add stuff.

This is another experiment for reducing reviewers response time.
I stole the idea (and colors) from [[ http://www.reviewboard.org/media/screenshots/2009/02/02/dashboard.png | ReviewBoard ]].
I actually quite like it (except when everything is red) and I can image that people will review just to have better color balance.
The code is not production ready for these reasons:
- We load holidays again and again for each revision. I couldn't cache it to static variable because it could persist multiple requests, right?
- I don't know how to expand height to the whole cell (I'm really bad in CSS).
- CSS rules are probably in wrong file.
- We probably want to use different colors.

Summary:
I'm trying to make progress on the policy/visibility stuff since it's a blocker for Wikimedia.
First, I want to improve Projects so they can serve as policy groups (e.g., an object can have a visibility policy like "Visible to: members of project 'security'"). However, doing this without breaking anything or snowballing into a bigger change is a bit awkward because Projects are name-ordered and we have a Conduit API which does offset paging. Rather than breaking or rewriting this stuff, I want to just continue offset paging them for now.
So I'm going to make PhabricatorPolicyQuery extend PhabricatorOffsetPagedQuery, but can't currently since the `executeWithPager` methods would clash. These methods do different things anyway and are probably better with different names.
This also generally improves the names of these classes, since cursors are not necessarily IDs (in the feed case, they're "chronlogicalKeys", for example). I did leave some of the interals as "ID" since calling them "Cursor"s (e.g., `setAfterCursor()`) seemed a little wrong -- it should maybe be `setAfterCursorPosition()`. These APIs have very limited use and can easily be made more consistent later.
Test Plan: Browsed around various affected tools; any issues here should throw/fail in a loud/obvious way.

The URL /jump/?jump=%s now does the same thing as the POST version,
except that if it couldn't jump to anything, it loads /jump/ with the
query filled in so you can just press enter (we don't save searches
without a CSRF token).

Summary:
This is mostly intended to simplify D2323.
We currently allow users to edit and customize the links on the homepage, but as far as I know no one actually does this (no one complained when we redid the homepage earlier this year) and it creates a lot of mess in the database patches and quickstart dump. After D2331, this is the only data we load in the patch files. The patch files are also a mess with respect to this data and have various different versions of it.
Also the current UI is just kind of bad, it stretches stuff across too many screens and is generally ungood. Nuking this lets us nuke a lot of code in general.
(In the long term, I think we'll move toward an "application" model anyway, and this stuff will go away sooner or later.)
I'll add a drop-database patch some time later, just in case anyone does actually use this, so they can get their data out of MySQL.
Test Plan: Looked at home page, clicked "More Stuff", got a single list of other apps/things.

- Move the buttons in the jump nav to iOS-style "application" buttons in the
header. These are sort of ugly right now, but I think serviceable enough. Some
day we will hire a designer whose entire job is to pick up after me.
- This gives us more room (allowing us to restore "Maniphest" and
"Differential").
- This also disassociates the app buttons from the jump nav, which was a
point of confusion (user expectation that the text input is related to the
buttons).
- Allow "Active Revisions" and "Assigned Tasks" to collapse completely. They
didn't completely collapse before because the top-level "Active Tasks" / "Active
Revisions" was sort of overloaded as quick nav to apps. Now we have app buttons.
- Reduce overall size of jump nav.

Summary: The "with projects ... " query boils down to "all triage tasks" when
you don't belong to any projects. Just render the "no needs triage in projects
you are a member of" element unconditionally in this case.
Test Plan: Looked at homepage as a user with no project memberships but some
triage-requiring tasks before and after this change. Prior to this change, all
triage tasks show; afterwards, none.

double-extra-super-sure that we aren't sending the user anywhere suspicious or
open-redirecty. This also locks down protocol-relative URIs (//evil.com/path)
although I don't think any browsers do bad stuff with them in this context, and
header injection URIs (although I don't think any of the modern PHP runtimes are
vulnerable).

Logged in as myself, unable to edit directory information. Logged out, logged in
as admin, was able to edit directory information.
I need to fix some more CSS stuff since some of these tabs render out hideous in
the admin background, but I can followup with that.
