Summary: Fixes T5387. I broke this in D8805. Fix it by using the application search parameters that D8805 introduced.

Summary: Ran `arc lint --apply-patches --everything` over rP, mainly to change double quotes to single quotes where appropriate. These changes also validate that the `ArcanistXHPASTLinter::LINT_DOUBLE_QUOTE` rule is working as expected.

Summary: ...also kills off "PhabricatorAuditCommitQuery" and "PhabricatorAuditQuery", by moving the work to "DiffusionCommitQuery". Generally cleans up some code around the joint on this too. Also provides policies for audit requests, which is basically the policy for the underlying commit. Fixes T4715. (For the TODO I added about files, I just grabbed T4713.)
Test Plan:
Audit: verified the three default views all showed the correct things, including highligthing. did some custom queries and got the correct results.
Diffusion: verified "blame view" still worked. verified paths were highlighted for packages i owned.
Home: verified audit boxes showed up with proper commits w/ audits
bin/audit: played around with it via --dry-run and got the right audits back

Maniphest and Owners still have green ListFilter buttons, which have looked awkward for a while and are extra-awkward after D4447. Move them into crumbs and remove the ability of ListFilter to support buttons.
The actual implementation can be simplified too now.

Summary:
- Adds `PhabricatorMenuItemView` which is a non-hacky object representing a single menu item.
- Adds `PhabricatorMenuView`, a collection of items.
- Deletes some busted/old interfaces full of garbage nonsense.
- Merges menu item styles from `aphront-side-nav-view-css` and `phabricator-nav-view-css`. These are old-style and new-style rules which got partially updated recently.
- The new-style menus have a darker background (#ececec) than the old-style menus (#f7f7f7) so some of the highlight/hover colors weren't visible. I shuffled them around but something or other might need further adjustment.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
Owners packages might include repositories that are no longer tracked
(or checked out locally), and there's no reason why we need a working copy
to generate a diffusion link. Instead of displaying a red error box, this
diff allows the owners tool to render correctly.
Test Plan:
viewed /owners/view/all/ and /owners/package/395/ and verified no error box
for not having a checkout of the repository.
