Summary:
Fixes T4909. Adds a "remove" link next to the edit link, which permanently hides a comment. Addresses two use cases:
- Allowing administrators to clean up spam.
- Allowing users to try to put the genie back in the bottle if they post passwords or sensitive links, etc.
The user who removed the comment is named in the removal text to enforce some level of administrative accountability.
No data is deleted, but there's currently no method to restore these comments. We'll see if we need one.
This is cheating a little bit by storing "removed" as "2" in the isDeleted field. This doesn't seem tooooo bad for now.
Test Plan:
- Removed some of my comments.
- As an administrator, removed other users' comments.
- Failed to view history of a removed comment.
- Failed to edit a removed comment.
- Failed to remove a removed comment.
- Verified feed doesn't show the old comment after comment removal.

Summary:
Ref T603. Adds clarifying text which expands on policies and explains exceptions and rules. The goal is to provide an easy way for users to learn about special policy rules, like "task owners can always see a task".
This presentation might be a little aggressive. That's probably OK as we introduce policies, but something a little more tempered might be better down the road.

Summary: As we've moved more remarkup logic post-cache (e.g., to implement policy-aware rules), we're paying more of a price for it. Improve performance in Phabricator by sharing engine instances where possible.
Test Plan: With next diff, this drops 75% of the cost of markup handling in Conpherence.

Summary:
Split Pholio's transaction implementation into generic and application-specific parts. Moves us toward generic transactions, with support for:
- Editing and deleting comments.
- Setting visibility of individual comments (I'm not a fan of this feature but we'll see).
I want to move everything to a more generic piece of infrastructure but there's very little they can share right now so adding transactions to, e.g., Paste or Macros (T2157) means massive amounts of similar code.
Tons of work left to do here, but I think it basically works. Here's a screenshot:
