649f882720 Slightly modernize all Diffusion edit endpoints 
Summary: Ref T4245. Prepares edit endpoints for more flexible repository identifiers.

Test Plan:
  - Added, edited, deleted mirror.
  - Created repository.
  - Edited basic repository information.
  - Edited policies for a repository.
  - Activated/deactivated repository.
  - Updated a repository.
  - Hit "Delete" dialog for a repository.
  - Edited hosting.
  - Toggled dangerous changes.

  - Tested automation.
  - Edited storage.
  - Edited staging.
  - Edited encoding.
  - Edited symbols.
  - Edited branches.
  - Edited actions.
  - Tried to do edits as an unprivileged user.

a823654be0 Diffusion - return 404 errors for bad URIs 
Summary: Fixes T5646. Makes diffusion a much better user experience. Users now see a 404 exception page when they have a bad URI. Previously, they saw a developer-facing raw exception.

Test Plan: played around in diffusion a bunch. most of these changes were fairly mechanical at the end of the day.

796db9f9c6 Sort out application crumbs in new repository edit workflow 
Summary: Ref T2231. Crumbs in the Diffusion edit workflow are a bit wonky, with stuff like "rP (master)" which isn't very useful and no link back to the main "Edit" page. Make them consistent across all the screens.

Test Plan: Loaded a bunch of these screens and saw sane crumbs on all of them.
