Summary: Will see how this goes in practice. Uses violet where color is used for non responsive peeps.
Test Plan: Create a user without email verification, test hover card, profile, mentions and lists.

Summary:
Ref T12268. Ref T12157. When you mention or interact with a user who is unlikely to be able to respond (for example, because their account is disabled), we try to show a colored dot to provide a hint about this.
Recently, we no longer send any normal mail to unverified addresses. However, the rules for showing a dot haven't been updated yet, so they only care about this if `auth.require-verification` is set. This can be misleading, because if you say `Hey @alice, what do you think about this?` and she hasn't verified her email, you may not get a response.
Update the rule so users with unverified email addresses get a grey dot in all cases. The hint is basically "you shouldn't expect a response from this user".
Make the meaning of this hint more clear on the hovercard and profile.
Also:
- Allow the non-ajax version of the hovercard page (which is basically only useful for testing hovercards) accept `?names=...` so you can just plug usernames, hashtags, etc., in there.
- Fix a bug where the user's join date was based on their profile creation date instead of account creation date on the hovercard. Users may not have a profile creation date (if they never changed any account details), and it may be different from their account creation date.

Ref T11809. I missed this when adding a "Busy" status.
Also the other dot is orange? Just make them all orange for consistency.
Test Plan: Viewed `@username` of busy users (orange), away users (red).

Ref T6299. This makes more of the links point to the right places.
Not covered yet:
- Projects and subscribers don't point to the right place (this is a little tricky to fix, I think).
- `[[ #anchor ]]`s won't do the right thing in, uh, email, I guess, since `uri.here` is not set. This is also a little tricky.
Possibly we should just remove subscribers (although also kind of tricky).
Test Plan: On a custom-domain blog, observed that fewer things were broken.

Ref T7707. Ref T8183.
- Currently, user status is derived by looking at events they //created//. Instead, look at non-cancelled invites they are attending.
- Prepare for on-user caching.
- Mostly remove "Sporradic" as a status, although I left room for adding more information later.
Test Plan:
- Called user.query.
- Viewed profile.
- Viewed hovercard.
- Used mentions.
- Saw status immediately update when attending/leaving/cancelling a current event.
- Created an event ending at 6 PM and an event from 6:10PM - 7PM, saw "Away until 7PM".

Ref T4411
I'm not quite sure if this is the right place for this as it will be difficult to provide proper user feedback of why we removed a particular subscriber.
Is the ApplicationTransactionEditor generally the right place to extract mentioned phids in comments?
On the other hand in some cases we cannot really give user feedback why a user was not subscribed (e.g.: commits & diffs)
Adding a diff to a repo where the user mentioned has no view permissions the subscriber is currently still added. Still would have to find where this is donet...
Any other places?
Unrelated: Is there any way to remove a subscriber from a commit/audit ?
Test Plan:
- Edited tasks with the mentioned user having view permissions to this specific task and without
- Raised concern with a commit and commented on the audit with the user having view permissions to the repo and without
- Added a commit to a repo with and without the mentioned user having permissions
- Mention a user in a task & commit comment with and without permissions
- Mentioning a user in a diff description & comments with and without permissions to the specific diff

Test Plan: Add a comment to a Maniphest task containing a mention of an object like '{T1}' or 'T1'. Emails should show a styled version of the object similar to how the object looks in the context of the Maniphest task in the UI.
