Summary:
Ref T13272. In edit mode, tab panels now have a dropdown menu. However, this sort of overrlaps with the actual action of clicking the tab to select it.
Separate these into different click targets so that "select tab X" and "open dropdown menu for X" are different operations.
This is more work than it appears because:
- We have an "action icon" already, used when you put a dashboard on a portal/home to create an "Edit" link. It makes sense to attach dropdowns to this, but it has some hard-coded stuff.
- In applications with a "Create <thing>" in the crumbs (like Maniphest), we may use a dropdown menu if there are multiple create forms available. However, this menu renders in a weird way by reading all the properties out of an actual "View" object and building something else.
- The "list of tabs" stuff shares code with different "list of tabs" navigation used by Diffusion and Instances.
..but I think I fixed everything and didn't break anything.
Test Plan:
- Clicked "select tab" and "open dropdown menu" as separate actions.
- Viewed Diffusion, Maniphest with multiple create forms, Instances.

Summary:
Fixes T5752. This obsoletes a bunch of old patterns and I'll follow up on those with a big "go do a bunch of mechanical code changes" task. Major goals are:
- Don't load named queries multiple times on search pages.
- Don't require extra code to get standard navigation right on mobile.
- Reduce the amount of boilerplate in ListControllers.
- Reduce the amount of boilerplate around navigation/menus in all controllers.
Specifically, here's what this does:
- The StandardPage is now a smarter/more structured object with `setNavigation()` and `setCrumbs()` methods. More rendering decisions are delayed until the last possible moment.
- It uses this to automatically add crumb actions to the application menu.
- It uses this to automatically reuse one SearchEngine instead of running queries multiple times.
- The new preferred way to build responses is `$this->newPage()` (like `$this->newDialog()`), which has structured methods for adding stuff (`setTitle()`, etc).
- SearchEngine exposes a new convenience method so you don't have to do all the controller delegation stuff.
- Building menus is generally simpler.
Test Plan:
- Tested paste list, view, edit, comment, raw controllers for functionality, mobile menu, crumbs, navigation menu.
- Edited saved queries.
- Tested Differential, Maniphest (no changes).
- Verified the paste pages don't run any duplicate NamedQuery queries.

Summary: Add a setBorder call to CrumbsView to be more deliberate when a border is drawn. Could not find any CSS hacks to set it conditionally CSS.
Test Plan: Browsed every application that called crumbs and make a design decision. Also fixed a few bad layouts.
