Fixes T6956. Before this change, we called PhabricatorUser::getOmnipotentUser in the various delete methods to query the data. Now, we use $engine->getViewer(), since its always a good thing to have less calls to PhabricatorUser::getOmnipotentUser thrown around the codebase.
I used the "codemod" tool to audit the existing calls to PhabricatorDestructorEngine (all of them) so ostensibly this gets all the spots. If I missed something though, its still going to work, so this change is very low risk.
Test Plan: ./bin/remove destroy P1; visit P1 and get a 404

Summary:
Ref T7707. This ends up being sort of complicated: to support 100x100 images in T4406, we need to scale small images //up// so they look OK when we scale them back down with `background-size` in CSS.
The rest of it is mostly straightforward.
Test Plan:
- Did an OAuth handshake and saw a scaled-up, scaled-down profile picture that looked correct.
- Used Pholio, edited pholio, embedded pholio.
- Uploaded a bunch of small/weird/big images and regenerated all their transforms.
- Uploaded some text files into Pholio.
- Grepped for removed methods, etc.

Summary:
Ref T7707. Ref T4406. Ref T2479. This implements the profile-style (fixed width and height) transforms in a modern way.
- Added a "regnerate" feature to the support UI to make testing easier and surface errors.
- Laboriously check errors from everything.
- Fix the profile thumbnailing so it crops properly instead of leaving margins.
- Also defuses the "gigantic white PNG" attack.
This doesn't handle the imagemagick case (for animated GIFs) yet.
Test Plan:
- Uploaded a variety of wide/narrow/small/large files and converted them into sensible profile pictures.
- Tried to thumbnail some text files.
- Set the pixel-size and file-size limits artificially small and hit them.
- Used "regenerate" a bunch while testing the rest of this stuff.
- Verified that non-regenerate flows still produce a default/placeholder image.

The thumbnailing code is some of the only code in the codebase which doesn't use exceptions to handle errors. I'm going to convert it to use exceptions; make sure they do something reasonable at top level.
Strategy here is:
- By default, we just fall back to a placeholder image if anything goes wrong.
- Later, I'll likely add a "debug" workflow from the new "Transforms" UI which will surface the specific exception instead (the code can't really raise any interesting exceptions right now).
Test Plan: Faked an exception and saw some reasonable default images.

Ref T5359. When users upload non-image file types (PDFs, text files, whatever), Pholio currently chokes in a few places. Make most of these behaviors more reasonable:
- Provide thumbs in the required sizes.
- Predict the thumb size of these files correctly.
- Disable inline comments.
- Make "View Fullsize" and "Download" into buttons. These mostly-work. Download should probaly really download, but CSRF on forms is a bit of a pain right now.

Summary:
This could probably use some refinement (and, like, explanatory text, and stronger cues about what rows and columns mean) but feels fairly good to me, at least on test data.
I didn't do any scrolling for now since we have to do full height on mobile anyway I think. I did swap it so the newer ones are on top.
Left/right navigate you among current images only, but you can click any thumb to review history.
Removed history view since it's no longer useful.
Some things that would probably help:
- Some kind of header explaining what this is ("Mock History" or something).
- Stronger visual cue that columns are related by being the same image.
- Clearer cues about obsolete/deleted images (e.g., on the stage itself?)
- Maybe general tweaks.
- Maybe a placeholder (like a grey "X") for images which have been deleted.
(I'm planning to add comment counts too, which I think will be pretty useful, but that felt good to put in another diff.)

Ref T603. This closes the other major policy loophole in Herald, which was that you could write a rule like:
When [Always], [Add me to CC]
...and end up getting email about everything. These rules are now enforced:
- For a //personal// rule to trigger, you must be able to see the object, and you must be able to use the application the object exists in.
- In contrast, //global// rules will //always// trigger.
Also fixes some small bugs:
- Policy control access to thumbnails was overly restrictive.
- The Pholio and Maniphest Herald rules applied only the //last// "Add CC" or "Add Project" rules, since each rule overwrote previous rules.
Test Plan:
- Created "always cc me" herald and maniphest rules with a normal user.
- Created task with "user" visibility, saw CC.
- Created task with "no one" visibility, saw no CC and error message in transcript ("user can't see the object").
- Restricted Maniphest to administrators and created a task with "user" visibility. Same deal.
- Created "user" and "no one" mocks and saw CC and no CC, respectively.
- Thumbnail in Pholio worked properly.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
Minor tweaks to lightboxes.
- With "position: fixed;", we don't need to do any of the scroll/resize stuff. Just remove it.
- Make the lightbox go over the menu bar -- was it intentional that it wasn't?
- Make 'jx-mask' use "position: fixed;" too.
- Add a loading indicator.
- In Differential/Maniphest/etc, a preview may bring in an image but won't bring in the CSS we need. The "real" fix is to ship CSS/JS with ajax, but that's really hard -- fake it by pulling in the right CSS any time we render a remarkup area.
I'm going to do a couple of other tweaks here but need to update JX.Mask.
Test Plan: Verified behavior is reasonable in Safari, Firefox, Chrome with multiple images / scroll / previews / resize.

Summary:
images attached to maniphest tasks and mentioned in remarkup anywhere now invoke a lightbox control that lets the user page through all the images.
lightbox includes a download button, next / prev buttons, and if we're not at the tippy toppy of hte page an "X" or close button.
we also respond to left, right, and esc for navigating.
next time we should get non-images working in here...!
