ef48a2b2ee Add a "Rule Detail" link to Herald email
Summary:
See PHI285. Ref T13130. After recent changes Herald sends email about rules, but the mail doesn't currently actually include a link to the rule.

Include a link for consistency and ease-of-use.

Test Plan: Edited a rule, looked at the resulting mail, saw a link to the rule.

204d1de683 Convert storage for Herald repetition policy to "text32"
Summary:
Depends on D18926. Ref T6203. Ref T13048. Herald rule repetition policies are stored as integers but treated as strings in most contexts.

After D18926, the integer stuff is almost totally hidden inside `HeraldRule` and getting rid of it completely isn't too tricky.

Do so now.

Test Plan:
  - Created "only the first time" and "every time" rules. Did a SELECT on their rows in the database.
  - Ran migrations, got a clean bill of health from `storage adjust`.
  - Did another SELECT on the rows, saw a faithful conversion to strings "every" and "first".
  - Edited and reviewed rules, swapping them between "every" and "first".

1dd1237c92 Remove "HeraldRepetitionPolicyConfig" and hide storage details inside HeraldRule
Summary:
Depends on D18925. Ref T13048. Currently, HeraldRule stores policies as integers (0 or 1) in the database.

The application tries to mostly use strings ("first", "every"), but doesn't do a good job of hiding the fact that the values are integers deeper in the stack. So we end up with a lot of code like this:

$equivalent_string = HeraldRepetitionPolicyConfig::getString($stored_int_value);
$is_first = ($equivalent_string === HeraldRepetitionPolicyConfig::FIRST);
```

This happens in several places and is generally awful. Replace it with:

$is_first = $rule->isRepeatFirst();
```

To do this, merge `HeraldRepetitionPolicyConfig` into `HeraldRule` and hide all the mess inside the methods.

(This may let us just get rid of the integers in a later change, although I'm not sure I want to commit to that.)

Test Plan:
  - Grepped for `HeraldRepetitionPolicyConfig`, no more hits.
  - Grepped for `setRepetitionPolicy(...)` and `getRepetitionPolicy(...)`. There are no remaining callers outside of `HeraldRule`.
  - Browed and edited several rules. I'll vet this more convincingly after adding the new repetition rule.

f7f3dd5b20 Don't run Herald build and mail rules when they don't make sense
Summary:
Ref T2543. Fixes T10109.

Currently, Herald only runs in Differential when a change updates the diff. This is partly for historical reasons, and partly because we don't want to restart builds every time someone makes a comment. However, this behavior is inconsistent with other applications (which always trigger on any change), and occasionally confusing to users (in T10109, for example) or otherwise undesirable.

A similar issue is that T2543 has introduced a "Draft" state, where revisions don't send normal mail until builds finish. This interacts poorly with "Send me an email" rules (which shouldn't do anything here) and particularly with "Send me an email + only run these actions the first time the rule matches", since that might have an effect like "do nothing when the revision is created, then never anything again since you already did nothing once".

To navigate both of these issues, let objects tell Herald that certain actions (like mail or builds) are currently forbidden. If a rule uses a field or action which is currently forbidden, the whole rule automatically fails before it executes, but doesn't count toward "only the first time" as far as Herald's tracking of rule execution is concerned.

Then, forbid mail for draft revisions, and forbid builds for revisions which didn't just get updated. Forbidding mail fixes the issues with "Send me an email" that were created by the introduction of the draft state.

Finally, make Herald run on every revision update, not just substantive updates to the diff. This resolves T10109.

Test Plan:
Created revisions via the draft -> submit workflow, saw different transcripts. Here's a mail action being forbidden for a draft:

78ea6641a2 Let everyone view Herald rules
Summary:
Ref T9410. This changes the view policy for all Herald rules to the most public policy ("All Users" for private installs, "Public" for public installs).

See T11428 for discussion of this change in greater detail. In practice, this is //approximately// how things work today anyway, since you can almost always see almost all of this information in transcripts.

I believe this narrower view policy is helpful in zero cases and slightly confusing or harmful in a number of reasonable cases.

Test Plan: Viewed personal, object and global rules as users who could and could not edit the rules.

4865dbdff1 Search builds based on who kicked them off
Summary:
It's only natural for users to be interested their own builds. We are also building in support for other sources of builds, the only formally supported way to run a build right now is via Herald.

In our third party codebase, we designate an application as the "thing" that started builds which are scheduled and managed automatically by phabricator. I believe this is a common practice elsewhere in the codebase when you're at a loss for a real human identity and you need to apply some transactions.

Test Plan: Ran some builds manually and saw them show up under the list of things I've run.  Looking up builds based on those that had been started by a herald rule.

5c2e49a812 Allow any user to watch any project they can see
Summary:
Ref T6183. Ref T10054. Historically, only members could watch projects because there were some weird special cases with policies. These policy issues have been resolved and Herald is generally powerful enough to do equivalent watches on most objects anyway.

Also puts a "Watch Project" button on the feed panel to make the behavior and meaning more obvious.

  - Clicked the feed watch/unwatch button.

Fixes T8958. I renamed this class and table (in D13644), but the migration `20150606.mlist.1.php` needs to load records from the table before the table rename applies.

Put the table back and accept a tiny bit of cruft here to fix this problem. We can no-op the migration after a while.

I'll cherry-pick this to `stable`.

15b41f5639 Remove Herald rule edit log
Summary:
Fixes T7601. Ref T7803, weakly (this removes a Query subclass with ad-hoc paging). Herald has a very old edit log which predates transactions and is essentially useless and not really policy-aware. I think it's doing more harm than good; remove it.

Herald rules have proper transactions, but rule edits don't currently render something nice into the transaction log. This is definitely the way forward, but we haven't seen requests for this so don't bother building it for now.

I did put a nice end-cap on the transaction log, though.

  - Viewed Herald UI.
  - Grepped for removed classes and methods.
  - Edited a rule.
  - Viewed rule transaction log.

Ref T7731. For no particular reason, we currently put `ruleID` and `rulePHID` on `HeraldEffect` objects.

Pretty much all callers need the `HeraldRule` objects instead, and some go to great lengths to get them.

Just attach the `Rule` objects.

69cc5df645 Transactions - deploy buildTransactionTimeline against a few more applications
Summary:
Ref T4712. Thus far, it seems that most "non-standard" things can be done pretty easily in the controller. Aside from deploying, this diff had to fix a few bugs / missing implementations of stuff.

(Notably, PhabricatorAuthProviderConfig, HeraldRule, PhabricatorSlowvotePoll, and AlmanacNetwork needed to implement PhabricatorApplicationTransactionInterface, PhabricatorAuthAuthProviderPHIDType had to be added, and a rendering bug in transactions of type PhabricatorOAuth2AuthProvider had to be fixed.)

Test Plan: Almanac - looked at binding, device, network, and service view controllers and verified timeline displayed properly. Herald - looked at a rule and verified timeline. Slowvote - looked at a vote and verified timeline. Auth - looked at an auth provider (Facebook) and verified proper display of transactions within timeline.

8fa8415c07 Automatically build all Lisk schemata
Summary:
Ref T1191. Now that the whole database is covered, we don't need to do as much work to build expected schemata. Doing them database-by-database was helpful in converting, but is just reudndant work now.

Instead of requiring every application to build its Lisk objects, just build all Lisk objects.

I removed `harbormaster.lisk_counter` because it is unused.

It would be nice to autogenerate edge schemata, too, but that's a little trickier.

Test Plan: Database setup issues are all green.

03519c53bb Mark questionable column nullability for later

Ref T1191. Ref T6203. While generating expected schemata, I ran into these columns which seem to have sketchy nullability.

  - Mark most of them for later resolution (T6203). They work fine today and don't need to block T1191. Changing them can break the application, so we can't autofix them.
  - Forgive a couple of them that are sort-of reasonable or going to get wiped out.

Summary: Ref T5655. Some discussion in D9839. Generally speaking, `Phabricator{$name}Application` is clearer than `PhabricatorApplication{$name}`.

# Verified that the pinned applications were still pinned and that the uninstalled applications were still uninstalled.
# Performed a sanity check on the database contents.

add7bc418d Allow Herald to "Require legal signatures" for reviews
Summary:
Ref T3116. Add a Herald action "Require legal signatures" which requires revision authors to accept legal agreements before their revisions can be accepted.

  - Herald will check which documents the author has signed, and trigger a "you have to sign X, Y, Z" for other documents.
  - If the author has already signed everything, we don't spam the revision -- basically, this only triggers when signatures are missing.
  - The UI will show which documents must be signed and warn that the revision can't be accepted until they're completed.
  - Users aren't allowed to "Accept" the revision until documents are cleared.

Fixes T1157. The original install making the request (Hive) no longer uses Phabricator, and this satisfies our requirements.

Test Plan:
  - Added a Herald rule.
  - Created a revision, saw the rule trigger.
  - Viewed as author and non-author, saw field UI (generic for non-author, specific for author), transaction UI, and accept-warning UI.
  - Tried to accept revision.
  - Signed document, saw UI update. Note that signatures don't currently //push// an update to the revision, but could eventually (like blocking tasks work).
  - Accepted revision.
  - Created another revision, saw rules not add the document (since it's already signed, this is the "no spam" case).

0a62f13464 Change double quotes to single quotes.
Summary: Ran `arc lint --apply-patches --everything` over rP, mainly to change double quotes to single quotes where appropriate. These changes also validate that the `ArcanistXHPASTLinter::LINT_DOUBLE_QUOTE` rule is working as expected.

Test Plan: Eyeballed it.

11fd6afeb1 Move Timeline icons to Fonts
Summary: Throwing this up for testing, swapped out all icons in timeline for their font equivelants. Used better icons where I could as well. We should feel free to use more / be fun with the icons when possible since there is no penalty anymore.

Test Plan: I browsed many, not all, timelines in my sandbox and in IE8. Some of these were just swagged, but I'm expecting we'll do more SB testing before landing.

1aad40b7bf Allow users to receive email about pushes via Herald
Summary:
Fixes T4677. Implements a "send an email" pre-receive action, which sends push summaries.

For use cases where features are often pushed as a large number of commits (e.g., checkpoint commits are retained), using commit emails means users get a ton of email. Instead, this allows you to get an email about a push, which summarizes what changed.

Overall, this is basically the same as commit email, but more suitable for some workflows.

Test Plan:
Wrote some rules, then made a bunch of pushes. Got email like this:

193e8a54fc Add "pusher is committer" to Herald as a pre-commit rule
Summary:
Fixes T4594. Also, allow "exists" / "does not exist" to be run against author/committer. This allows construction of rules like:

  - Committer identities must be authentic.
  - Committer identities must be resolvable.
  - Author identities must be resolvable.

Test Plan: Created some rules using these new rules and ran them.
