Since PHP 8.1 the function call `strlen(null)` is deprecated.
Since Phabricator/Phorge elevates deprecation warnings to exceptions, the
specific fix implies dealing with null, and dealing with real strings.
In the specific case, a simple cast was made to deal with real strings.

Summary:
`strlen()` was used in Phabricator to check if a generic value is a non-empty string.
This behavior is deprecated since PHP 8.1. Phorge adopts `phutil_nonempty_string()` as a replacement.
Note: this may highlight other absurd input values that might be worth correcting
instead of just ignoring. If phutil_nonempty_string() throws an exception in your
instance, report it to Phorge to evaluate and fix that specific corner case.
This is not visible in the web user interface, only in the PHP error log.

Currently, opening a file to a particular line in an external editor relies on replacing "%l" with "%l" (which is escaped as "%25l") on the server, and then replacing "%25l" with the line number on the client. This will fail if the file path (or any other variable) contains "%l" in its unencoded form.
The parser also can't identify invalid variables.
Pull the parser out, formalize it, and make it generate an intermediate representation which can be sent to the client and reconstituted.
(This temporarily breaks Diffusion and permanently removes the weird, ancient integration in Dark Console.)

I am not aware of any reason to ever set this manually. If someone comes up with some bizarre but legitimate use case that I haven't thought of, we can modularize it.

Ref T10078. Currently, you toggle DarkConsole and then load a page, but on the load we have to refill your settings cache since toggling DarkConsole dirtied it.
This is fine, except that it makes it harder to understand what's going on with queries on a page. Just force it to reload right away instead.

Currently, `AphrontSite` subclasses can't really have their own routes. They can do this sort of hacky rewriting of paths, but that's a mess and not desirable in the long run.
Instead, let subclasses build their own routing maps. This will let CORP and ORG have their own routing maps.
I was able to get rid of the `PhameBlogResourcesSite` since it can really just share the standard resources site.
Test Plan:
- With no base URI set, and a base URI set, loaded main page and resources (from main site).
- With file domain set, loaded resources from main site and file site.
- Loaded a skinned blog from a domain.
- Loaded a skinned blog from the main site.
- Viewed "Request" tab of DarkConsole to see site/controller info.

Instead, truncate tab data after 4096 bytes before sanitizing.
