Summary:
This commit removes ChatLog entirely. All of the application files are removed, and the migrations used are stubbed out. I stubbed the migrations as that allows for existing installs to make no changes, but new installs will not create the database.

Test Plan: Loaded up http://phorge.local/chatlog and confirmed the 404. Loaded up http://phorge.local/applications/view/PhabricatorChatLogApplication and confirmed the 404. Created a new database prefix and ran `bin/storage upgrade` against it, confirmed that the chatlog database was not created. Restored another prefix (an old one) and ran `bin/storage upgrade` and confirmed database was not deleted.

Ref T5479. Ref T13658. This was a contributed application from the early days of Phabricator which never had customers or users in the wild. The contributor moved on from the project many years ago.
Any capabilities in this general role would look different today. It also has one or two product name literal strings, so this is as good a time as any to remove it.
This change does not remove storage; I'll issue upgrade guidance and do that separately after some time.

Summary:
Ref T9530. Ref T13658. The "Releeph" application was never useful outside of Facebook and any application providing release support would not resemble it much.
It has some product name literal strings, so now is as good a time as any to get rid of it.
This application never left prototype and I'm not aware of any install in the wild that uses it (or has ever used it).
I did not destroy the database itself. I'll issue upgrade guidance and destroy the database in some future release, just in case.

Summary:
This hasn't been updated in a bit more than a year (last updated in D18594) and we've accumulated a fair number of SQL patches. Update it.
This is mostly automatic (with `bin/storage quickstart`), except:
- Manual edit to one migration for a missed callsite to `DashboardInstall`.
- Replaced two InnoDB tables that still have FULLTEXT indexes with MyISAM (see rP6cedd4a95cfc).
This is not really possible to review and more for reference than examination. `bin/storage quickstart` has historically worked correctly.
Test Plan: I have great faith that `bin/storage quickstart` is a script which creates a big `.sql` file.

- Manually set the FULLTEXT tables back to `MyISAM` until we deal with T11741.

Summary:
Fixes T7422. After the recent fix for "sort" columns, we can end up with invalid SQL in some cases when running quickstart.
In particular, we do "COLLATE binary CHARACTER SET utf8_general_ci" (which is invalid).
Preprocess these so we get "COLLATE utf8 CHARACTER SET utf8_general_ci" (which is valid and correct).
Test Plan: Ran `bin/storage upgrade -f --namespace blahblhbaba` with and without `--disable-utf8mb4`.

Summary:
One advantage I wanted to get out of T1191 is automated rebuilds of `quickstart.sql`. If they don't actually work, I'd like to know sooner rather than later. We haven't rebuilt in a couple months, so give it a shot.
Ran into two issues:
- Some very old patches specify overlong keys which don't work if your default charsets are utf8mb4. Shorten these. No real users have applied these in a very long time.
- Some gymnastics around `corpus` for the new Conpherence search index.
Test Plan:
- Ran `arc unit --everything`, got clean results.
- Cost to do a storage upgrade on an empty namespace dropped from ~4s to ~3s.

Summary:
Splits out the SQL changes. These are most of the changes, but primarily mechanical:
- Moved "initialize.sql" to "0000.legacy.sql" and partially reverted to an older version, such that patches 0000 + 000 + 001 + ... + 137 put us in the right state when applied sequentially.
- Removed "create database" commands from all SQL. These are handled by separate DB patches now, so we have the data to do operations like "storage databases" (list databases) and "storage destroy" (drop databases).
- Removed "phabricator_" namespace from all SQL, and replaced with "{$NAMESPACE}_" token so we can namespace databases.
- Shortened some column lengths so patches apply correctly if originally created as InnoDB; also a few similar tweaks elsewhere.
Test Plan: See D2323 for discussion and test plan.
