a42851501f Diffusion - move DiffusionBrowseQuery => Conduit
Summary: see title. Ref T2784.

Test Plan:
In diffusion, for each of SVN, Mercurial, and Git, I loaded up /diffusion/CALLSIGN/. I verified the README was displayed and things looked good. Next I clicked on "browse" on the top-most commit and verified things looked correct. Also clicked through to a file for a good measure and things looked good.
In owners, for each of SVN, Mercurial, and Git, I played around with the path typeahead / validator. It worked correctly!

9ccb3068f8 [conduit: query owners packages by repository]
Summary:
There wasn't an easy way to see all the packages that cover a particular
directory. This adds the option

This is useful to see what's covered within a repo.

Test Plan:
* Queried with a valid repository and path - got the results
as before.
* Queried with a repository and no path - got an error as before.
* Queried with a repository and an asterix as the path - got all the
packages within the repository.

Revert Plan: sure

0a069cb55a Require a viewer to load handles
Summary:
Unmuck almost all of the we-sort-of-have-viewers-some-of-the-time mess.

There are a few notable cases here:

  - I used Omnipotent users when indexing objects for search. I think this is correct; we do policy filtering when showing results.
  - I cheated in a bad way in the Remarkup object rule, but fixing this requires fixing all the PhabricatorRemarkupEngine callsites (there are 85). I'll do that in the next diff.
  - I cheated in a few random places, like when sending mail about package edits. These aren't a big deal.

Test Plan:
  - Grepped for all PhabricatorObjectHandleData references.
  - Gave them viewers.

b8d372c4bc Fix bugs when saving package changes due to commit changes
Summary:
Because of the way PhabricatorOwnersPackage works, the code to save package
changes when parsing commit changes was raising a few undefined index errors,
and was throwing an exception trying to call a method on null (because not
all of the phids related to the package had their handles loaded). This fix
doesn't load the missing handles, it just avoids trying to use them.

Test Plan:
./scripts/repository/reparse.php on a commit with path changes that triggered
a package change

ef85f49adc Delete license headers from files
Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).

We are removing the headers for these reasons:

- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.

This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).

Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

8cdd801515 Add PhabricatorOwnersPackageQuery
Summary:
This is a step toward unearthing Project queries enough that I can make them policy-aware. Right now, some ProjectQuery callsites do not have reasonable access to the viewer. In particular, Owners packages need to issue Project queries because we allow projects to own packages and resolve project members inside of some package queries.

Currently, we have a very unmodern approach to querying packages, with a large number of one-off static load methods:

  PhabricatorOwnersPackage::loadAffectedPackages()
  PhabricatorOwnersPackage::loadOwningPackages()
  PhabricatorOwnersPackage::loadPackagesForPaths()
  PhabricatorOwnersOwner::loadAllForPackages()
  PhabricatorOwnersOwner::loadAffiliatedUserPHIDs()
  PhabricatorOwnersOwner::loadAffiliatedPackages()
  ConduitAPI_owners_query_Method::queryAll()
  ConduitAPI_owners_query_Method::queryByOwner()
  ConduitAPI_owners_query_Method::queryByAffiliatedUser()
  ConduitAPI_owners_query_Method::queryByPath()

We should replace `PhabricatorOwnersOwner` with an Edge and move all of these calls to a Query class. I'm going to try to do as little of this work as I can for now since I'm much more interested in getting a functional policy implementation into other applications, but ProjectQuery needs to be policy-aware before I can do that and I need to dig some at least some of the callsites out enough that I can get a viewer in there without making the code worse than it is.

This adds a PhabricatorOwnersPackageQuery class and removes one callsite of one of those static methods.

I also intend to dissolve the two separate concepts of an "owner" (direct owner) and an "affiliated user" (indirect owner via project membership) since I think we're always fine with "affiliated users" owners.

Test Plan: Loaded home page / audit tool, which use the modified path. Ran queries manually via script. Made sure results included directly owned packages and packages owned through project membership.

918ac5755c Limit maximum size of Owners package queries
Summary:
Currently, a change may affect a very large number of paths. When we run the OwnersWorker on it, we'll execute a query which looks up packages for the paths. This may exceed "max_allowed_packet". Instead, break the list of paths into smaller chunks.

This is mostly to unblock r4nt / llvm, I'm going to add a more finessed approach to array_chunk() shortly.

Test Plan: Ran `reparse.php --owners` on a revision which affected packages, verified results are the same before and after the change. Set chunk size to 1, verified query results aggregated properly.

Some e-mail clients display this header and it needs to be constant.

This is somehow involved but I doubt that there is a simpler solution.

6cc196a2e5 Move files in Phabricator one level up
Summary:
- `kill_init.php` said "Moving 1000 files" - I hope that this is not some limit in `FileFinder`.
