Add variable names (`$varname` in `@param type $varname explanation`) to PHPDoc method headers, for fun and profit.

Summary: Ref T13030. See PHI254. This behavior could be cleaner than I've made it, but it fixes the "this is totally broken" issue, replacing a fatal/exception with an informative (just not terribly useful) page.
Test Plan:
- Added a submodule to a repository.
- In Diffusion, clicked some other file next to the submodule, then edited the URI to the submodule path instead.
- Before patch: fatal.
- After patch: relatively useful message about this being a submodule.
Note that it's normally hard to hit this URI directly. In the browse view, submodules are marked up as directories and linked to a separate submodule resolution flow.

- We send a big list of paths to it.
- It sends back a giant blob of HTML.
Instead, just figure out the path we want locally, then fetch the content with `diffusion.filecontentquery`.

Test Plan:
In diffusion, for each of SVN, Mercurial, and Git, I loaded up /diffusion/CALLSIGN/. I verified the README was displayed and things looked good. Next I clicked on "browse" on the top-most commit and verified things looked correct. Also clicked through to a file for a good measure and things looked good.
In owners, for each of SVN, Mercurial, and Git, I played around with the path typeahead / validator. It worked correctly!
