d60d4e6a05 Don't present users with Herald fields/actions for uninstalled applications, unless the rule already uses them
Summary:
Fixes T7961. Currently, we present Herald users with actions like "Require legalpad signatures" and "Run build plans" even if Legalpad and Harbormaster are not installed.

Instead, allow fields and actions to be made "unavailable", which means that we won't present them as options when adding to new or existing rules.

If you edit a rule which already uses one of these fields or actions, it isn't affected.

Test Plan:
  - Created a rule with a legalpad action, uninstalled legalpad, edited the rule. Action remained untouched.
  - Created a new rule, wasn't offered the legalpad action.
  - Reinstalled the application, saw the action again.

950a7bbb19 On Harbormaster build plans, show which Herald rules trigger builds
Summary:
Ref T13258. Provide an easy way to find rules which trigger a particular build plan from the build plan page.

The implementation here ends up a little messy: we can't just search for `actionType = 'build' AND targetPHID = '<build plan PHID>'` since the field is a blob of JSON.

Instead, make rules indexable and write a "build plan is affected by rule actions" edge when indexing rules, then search on that edge.

For now, only "Run Build Plan: ..." rules actually write this edge, since I think (?) that it doesn't really have meaningful values for other edge types today. Maybe "Call Webhooks", and you could get a link from a hook to rules that trigger it? Reasonable to do in the future.

Things end up a little bit rough overall, but I think this panel is pretty useful to add to the Build Plan page.

This index needs to be rebuilt with `bin/search index --type HeraldRule`. I'll call this out in the changelog but I'm not planning to explicitly migrate or add an activity, since this is only really important for larger installs and they probably (?) read the changelog. As rules are edited over time, this will converge to the right behavior even if you don't rebuild the index.

f7f3dd5b20 Don't run Herald build and mail rules when they don't make sense
Summary:
Ref T2543. Fixes T10109.

Currently, Herald only runs in Differential when a change updates the diff. This is partly for historical reasons, and partly because we don't want to restart builds every time someone makes a comment. However, this behavior is inconsistent with other applications (which always trigger on any change), and occasionally confusing to users (in T10109, for example) or otherwise undesirable.

A similar issue is that T2543 has introduced a "Draft" state, where revisions don't send normal mail until builds finish. This interacts poorly with "Send me an email" rules (which shouldn't do anything here) and particularly with "Send me an email + only run these actions the first time the rule matches", since that might have an effect like "do nothing when the revision is created, then never anything again since you already did nothing once".

To navigate both of these issues, let objects tell Herald that certain actions (like mail or builds) are currently forbidden. If a rule uses a field or action which is currently forbidden, the whole rule automatically fails before it executes, but doesn't count toward "only the first time" as far as Herald's tracking of rule execution is concerned.

Then, forbid mail for draft revisions, and forbid builds for revisions which didn't just get updated. Forbidding mail fixes the issues with "Send me an email" that were created by the introduction of the draft state.

Finally, make Herald run on every revision update, not just substantive updates to the diff. This resolves T10109.

Test Plan:
Created revisions via the draft -> submit workflow, saw different transcripts. Here's a mail action being forbidden for a draft:

1898864b6c add initiator.phid parameter to HM builds
Summary:
Fix T9662.

Record who initiated the build, and allow this information as a parameter.

In this implementation, a 're-run' keeps the original initiator, which we maybe not desired?

Test Plan:
Make a HTTP step with initiator.phid, trigger manually, via HM, via ./bin/harbormaster build.
Look at requests made.

2728a9f964 Allow builds to have parameters
Summary: Ref T9352. See D13635. Build targets can have variables already, but let builds have them too. This mostly enables future use cases (sub-builds, more sophisticated build triggers).

Test Plan: With a custom Herald rule + action like the one in T9352, updated a revision and saw it generate multiple builds with varying parameters.
