Summary: Working towards a more unified look and feel. This brings in Lato as a complete base font over Helvetica Neue, as well as removing Source Sans Pro from DocumentView and Conpherence. Design-wise Lato provides the nice readability at larger font sizes that Source Sans Pro did, with the ability to scale down to tables and UI widgets with ease. This gives us one font instead of two, and now Object descriptions and Timeline posts all can benefit from a consistent, readable font.
Test Plan:
Test main UI, smaller elements like tables, menus, DocumentViews, Previews, Conpherence.

Ref T7184. I managed to write a phantom setup issue which fails normally and succeeds when looked at carefully, so clicking "you have open issues..." always cleared them. This made it very difficult to figure out what the problem was.
Show issue keys in the "title" attribute to make this sort of thing easier to deal with.
Test Plan: Moused over "You have issues..." text, saw issue key, quickly fixed issue with new information.

Summary:
Ref T5317. General idea here is that Dashboards are replacing the home page soon. We think they'll do a good job for normal users, but they aren't very good for new administrators who have just completed an install. In this case, any dashboard we put there by default will be empty and not very useful or helpful. It's also technically a bit messy to build objects by default.
Instead, give new administrators a "Quest Tracker" UI to help them get through things. When they're done with setup steps, they build a dashboard and install it to replace the home page. They can add install-specific welcome messages during this process, so hopefully this will also ease onboarding for non-administrator users.
For now, you have to go to Config > Welcome Screen explicitly to see this UI. We can tweak/test it for a bit before replacing the home page.
