This commit removes ChatLog entirely. All of the application files are removed, and the migrations used are stubbed out. I stubbed the migrations as that allows for existing installs to make no changes, but new installs will not create the database.

Depends on D20106. Ref T6703. Since I plan to change the `ExternalAccount` table, these migrations (which rely on `save()`) will stop working.
They could be rewritten to use raw queries, but I suspect few or no installs are affected. At least for now, just make them safe: if they would affect data, fatal and tell the user to perform a more gradual upgrade.
Also remove an `ALTER IGNORE TABLE` (this syntax was removed at some point) and fix a `%Q` when adjusting certain types of primary keys.
Test Plan: Ran `bin/storage upgrade --no-quickstart --force --namespace test1234` to get a complete migration since the beginning of time.

Summary:
Ref T13222. Ref T13225. We store a digest of the session key in the session table (not the session key itself) so that users with access to this table can't easily steal sessions by just setting their cookies to values from the table.
Users with access to the database can //probably// do plenty of other bad stuff (e.g., T13134 mentions digesting Conduit tokens) but there's very little cost to storing digests instead of live tokens.
We currently digest session keys with HMAC-SHA1. This is fine, but HMAC-SHA256 is better. Upgrade:
- Always write new digests.
- We still match sessions with either digest.
- When we read a session with an old digest, upgrade it to a new digest.
In a few months we can throw away the old code. When we do, installs that skip upgrades for a long time may suffer a one-time logout, but I'll note this in the changelog.
We could avoid this by storing `hmac256(hmac1(key))` instead and re-hashing in a migration, but I think the cost of a one-time logout for some tiny subset of users is very low, and worth keeping things simpler in the long run.
Test Plan:
- Hit a page with an old session, got a session upgrade.
- Reviewed sessions in Settings.
- Reviewed user logs.
- Logged out.
- Logged in.
- Terminated other sessions individually.
- Terminated all other sessions.
- Spot checked session table for general sanity.

It references `HeraldRepetitionPolicyConfig`, which I'd like to change significantly. I initially just replaced the constant with a literal `0`, but I don't think there's any actual value in retaining this migration nowadays.
The cost of removing this migration is: if you installed Phabricator before January 2012 and haven't upgraded since then, you'll have a few more rows in the `APPLIED` table than necessary. Herald will still work correctly.

Summary:
Ref T9789. `Transaction` and `Editor` classes are the last major pieces of infrastructure that haven't been fully modularized.
Some of the specific issues are:
- `Editor` classes rely on a bunch of `instanceof` stuff in the base class to pick up transaction types like "subscribe", "projects", etc. Instead, applications should be adding these, and third-party applications should be able to add them.
- Code is spread across `Transaction` and `Editor` classes somewhat oddly. For example, generating old/new values would probably make more sense at the `Transaction` level, but it currently exists at the `Editor` level.
- Both types of classes have a lot of functions based on `switch()` statements, which require a ton of boilerplate and are just generally kind of hard to work with.
This creates classes for each type of transaction, and moves almost all of the logic to them. These classes are simpler and more focused than the old stuff was, and can organize related code better.
This starts inching toward defining `CoreTransactions` for features shared across applications. It only defines the "Create" transaction so far, but at some point I plan to move all the other shared transactions to Core and let them control which objects they're available for.
Test Plan:
- Created pastes with web UI and API.
- Edited all paste properites.
- Archived/activated.
- Verified files got reasonable names.

One advantage I wanted to get out of T1191 is automated rebuilds of `quickstart.sql`. If they don't actually work, I'd like to know sooner rather than later. We haven't rebuilt in a couple months, so give it a shot.
Ran into two issues:
- Some very old patches specify overlong keys which don't work if your default charsets are utf8mb4. Shorten these. No real users have applied these in a very long time.
- Some gymnastics around `corpus` for the new Conpherence search index.
Test Plan:
- Ran `arc unit --everything`, got clean results.
- Cost to do a storage upgrade on an empty namespace dropped from ~4s to ~3s.

When we attach object A to object B, we'd like to write transactions on both sides but only write the actual edges once.
To do this, allow edge types to `shouldWriteInverseTransactions()`. When an edge type opts into this, have editors apply the inverse transactions before writing the edge. These inverse transactions don't actually apply effects, they just show up in the transaction log.
Test Plan: Attached and detached revisions from tasks, saw transactions appear on both sides of the operation.
