Depends on D19183. Ref T11015. Currently, adding a trailing slash works great and omitting it mysteriously doesn't work.
Store a normalized version with an unconditional trailing slash for the lookup logic to operate on, and a separate display version which tracks what the user actually typed.
Test Plan:
- Entered "/src/main.c", "/src/main.c/", saw them de-duplicate.
- Entered "/src/main.c", saw it stay that way in the UI but appear as "/src/main.c/" internally.
- Added a rule for "/src/applications/owners" (no slash), created a revision touching paths in that directory, saw Owners fire for it.
- Changed the display value of a path only ("/src/main.c" to "/src/main.c/"), saw the update reflected in the UI without any beahvioral change.

It adds `pathDisplay` to prepare for display paths and storage paths having different values. For now, `pathDisplay` is copied from `path` and always has the same value.

- Ran migration, checked database for sanity (all `pathDisplay` and `path` values identical).
- Added new paths, saw `pathDisplay` and `path` get the same values.
- Added an unreasonably enormous path with far more than 255 characters.

(Duplicates should not exist and can not be added with any recent version of the web UI.)
Test Plan:
- Tried to add duplicates with web UI, didn't have any luck.
- Explicitly added duplicates with manual `INSERT`s.
- Viewed packages in web UI and saw duplicates.
- Ran migrations, got a clean purge and a nice unique key.
- There's still no way to actually hit a duplicate key error in the UI (unless you can collide hashes, I suppose), this is purely a correctness/robustness change.

Improve performance through caching:
- Cache which paths belong to each repository.
- Cache the split fragments of each path.
- Cache the path fragment counts.
- Micro-optimize accessing `$this->path`.
Test Plan:
- Used `bin/lipsum` to generate 4,000 packages with 150,000 paths.
- Created a revision affecting 100 paths in `phabricator/` (these paths mostly overlap with `bin/lipsum` path rules, since Lipsum uses Phabricator-like rules to generate paths).
- Before optimizations, this revision spent about 5.5 seconds computing paths.
- After optimizations, it spends about 275ms.

There was a bug with this line:
for ($ii = 0; $ii < count($paths); $ii++) {
...because the array may be sparse if there have been deletes, so `count($paths)` might be 3, but the real keys could be `1`, `5` and `6`. I think this was the primary issue behind T7127.
The old Editor did a lot of work to try to validate paths. When a path failed to validate, it silently discarded it. This was silly and pointless: it's incredibly bad UX; and it's totally fine if users saves "invalid" paths. This was likely the cause of T8317, and probably the cause of T8073.
T2831 I'm less sure about, but I can't reproduce it and I rewrote all the logic so I suspect it's gone.
This also records and shows edits, so if stuff does keep happening it should be more clear what's going on.
I removed some adjacent stuff:
- I removed the ability to delete packages. I'll add "disable" in a future diff, plus `bin/remove destroy`, like other objects. Getting rid of this now let me get rid of all the mail stuff.
- I removed "path validation" where packages would try to automatically update in response to commits. This doesn't necessarily make sense in Git/Mercurial, is sketchy, could easily have been the source of T2831, and seems generally complicated and not very valuable. We could maybe restore it some day, but I'd like to get Owners stable before trying to do crazy stuff like that.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.
