Summary: Ran `arc lint --apply-patches --everything` over rP, mainly to change double quotes to single quotes where appropriate. These changes also validate that the `ArcanistXHPASTLinter::LINT_DOUBLE_QUOTE` rule is working as expected.

Summary:
This is just a general review of config options, to reduce the amount of damage a rogue administrator (without host access) can do. In particular:
- Fix some typos.
- Lock down some options which would potentially let a rogue administrator do something sketchy.
- Most of the new locks relate to having them register a new service account, then redirect services to their account. This potentially allows them to read email.
- Lock down some general disk stuff, which could be troublesome in combination with other vulnerabilities.
Test Plan:
- Read through config options.
- Tried to think about how to do evil things with each one.

Summary: this ends up being a little weird since you can't actually edit files. Also, since we create files all sorts of ways, sometimes without even having a user, we don't bother logging transactions for those events. Fixes T3651. Turns out this work is important for T3612, which is a priority of mine to help get Pholio out the door.
Test Plan: left a comment on a file. it worked! use bin/mail to verify mail content looked correct.

Summary: Fixes T1144. Though actually I think T1144 wanted some handy way to email from the command-line / arc, this is cooler. :D
Test Plan: set conf properly and then ./bin/mail receive-test --as btrahan --to pasties@phabricator.dev | README --> it worked...! couldn't test files as easily but verified exception thrown when I tried to test.

Summary:
Ref T3354. There's no way for us to test most of the config options which actually affect this limit, so the Phabricator config is basically a canary value to indicate "the administrator hasn't configured anything yet".
Raise a setup issue if it isn't set. There's a trail to get here from Files, but we've de-emphasized the old-school upload form so it's hard to unearth.
Emphasize the warning that you need to read the documentation and configure like 30 other things to make this work.
Test Plan: Cleared my config, verified I got the issue, read it, set my config, issue went away.

Summary:
does the title and also a few other small tweaks
- kills the init js behavior; now its part of menu where it belongs.
- adds the underline to the icon when its toggled in the widget menu
- fixed JS initialization errors on the "create conpherence" page. Note I still like keeping all that init stuff in one function because its typing the same data a bunch to be passed over to the JS layer. Other ways to accomplish this obvi...
Only fun wrinkle here is I think Chad intended me to display "when the file was attached". Instead, I display when the file was *uploaded*. I think this jives better with our version where you can't delete and all that. Files are pretty powerful, long-living objects in Phabricator land.
Test Plan: added files to a conpherence and noted widget loaded updated okay. added a file with no author (generated by the system) and verified it still rendered okay. switched between conpherences and verified proper data in each files widget. uploaded image and text files to check the icons were correct.
