Summary:
Fixes T7092. When you name project "Foo" which has primary hashtag "foo" to "Foobar", post this patch the hashtag "foo" gets added as a secondary hashtag. Also makes sure we don't normalize the hashtags in the query function as the wikimedia folks were hitting an issue around capitalization on the hashtag.
Note that T6909 remains "broken" in that you get an error that you can't do that, though if you just omit the additional hashtag it would work fine. I think if a fix is necessary here the best bet would be to simply detect this particular scenario and let things proceed; its a bit tricky though since its about two transactions about to be applied and how they interact with one another...
Test Plan: Made project "Foo" which has primary hashtag "foo". Renamed it to "Foobar" and verified "foo" was added as a secondary hashtag and "foobar" was the primary hashtag. Renamed it again to "Foo" and noted that the hashtags all ended up correct.

- Dragged stuff across priorities, no zany priority changes (in "natural" mode).

Summary:
Ref T4807. This is an alternative to D10179. The problem these diffs solve is that I want to be able to reorder a column's positions without having to load the actual objects, but that's difficutl because two positions may have the same sequence number (and I think it's good that we allow that, since it makes a bunch of other stuff way easier).
Instead of using the object ID (e.g., the task ID) to reorder positions with the same sequence, use the position itself. This is a little easier, is less ambiguous if columns eventually have several types of objects, and produces a better behavior when old objects are freshly added to a board. For example, if you tag `T300` with `#project`, this new rule will push it to the top of "Backlog" while the old rule might have buried it deep. I think this behavior is desirable and more "natural".
When creating a group of new rows, we do order the batch by ID, so a group of freshly-tagged objects float to the top togehter in ID order. This seems like the most natural rule, too.
Test Plan:
- Loaded some boards with implicit objects on them (freshly tagged tasks) and saw rows create.
- Verified new rows created in the right order.
- Dragged some tasks around.

Fixes T5614. Ref T4420. Other than the "users" datasource and a couple of others, many datasources ignore what the user typed and just return all results, then rely on the client to filter them.
This works fine for rarely used ("legalpad documents") or always small ("task priorities", "applications") datasets, but is something we should graudally move away from as datasets get larger.
Add a token table to projects, populate it, and use it to drive the datasource query. Additionally, expose it on the applicationsearch UI.
Test Plan:
- Ran migration.
- Manually checked the table.

Ref T4967. Adds a "Watch" relationship to projects, which is stronger than member/subscribed.
Specifically, when a task is tagged with a project, we'll include all project watchers in the email/notifications. Normally we don't include projects unless they're explicitly CC'd, or have some other active role in the object (like being a reviewer or auditor).
This allows you to closely follow a project without needing to write a Herald rule for every project you care about.
Test Plan:
- Watched/unwatched a project.
- Tested the watch/subscribe/member relationships:
- Watching implies subscribe.
- Joining implies subscribe.
- Leaving implies unsubscribe + unwatch.
- You can't unsubscribe until you unwatch (slightly better would be unsubscribe implies unwatch, but this is a bit tricky).

Long ago, the "Project" vs "ProjectProfile" split was intended to allow a bunch of special fields on projects without burdening the simple use cases, but CustomField handles that far better and far more generally, and doing this makes using ApplicationTransactions a pain to get right, so get rid of it.
The only remaining field is `profileImagePHID`, which we can just move to the main Project object. This is custom enough that I think it's reasonable not to express it as a custom field.

Ref T1344. This is //very// rough. Some UI issues:
- Empty states for the board and columns are junky.
- Column widths are crazy. I think we need to set them to fixed-width, since we may have an arbitrarily large number of columns?
- I don't think we have the header UI elements in M10 yet and that mock is pretty old, so I sort of very roughly approximated it.
- What should we do when you click a task title? Popping the whole task in a dialog is possible but needs a bunch of work to actually work. Might need to build "sheets" or something.
- Icons are slightly clipped for some reason.
- All the backend stuff is totally faked.
Generally, my plan is just to use these to implement all of T390. Specifically:
- "Kanban" projects will have "Backlog" on the left. You'll drag them toward the right as you make progress.
- "Milestone" projects will have "No Milestone" on the left, then "Milestone 9", "Milestone 8", etc.
- "Sprint" projects will have "Backlog" on the left, then "Sprint 31", "Sprint 30", etc.
So all of these things end up being pretty much exactly the same, with some minor text changes and new columns showing up on the left vs the right or whatever.

Summary:
While we mostly have reasonable effective object accessibility when you lock a user out of an application, it's primarily enforced at the controller level. Users can still, e.g., load the handles of objects they can't actually see. Instead, lock the queries to the applications so that you can, e.g., never load a revision if you don't have access to Differential.
This has several parts:
- For PolicyAware queries, provide an application class name method.
- If the query specifies a class name and the user doesn't have permission to use it, fail the entire query unconditionally.
- For handles, simplify query construction and count all the PHIDs as "restricted" so we get a UI full of "restricted" instead of "unknown" handles.
Test Plan:
- Added a unit test to verify I got all the class names right.
- Browsed around, logged in/out as a normal user with public policies on and off.
- Browsed around, logged in/out as a restricted user with public policies on and off. With restrictions, saw all traces of restricted apps removed or restricted.

Ref T603. Several issues here:
1. Currently, `FileQuery` does not actually respect object attachment edges when doing policy checks. Everything else works fine, but this was missing an `array_keys()`.
2. Once that's fixed, we hit a bunch of recursion issues. For example, when loading a User we load the profile picture, and then that loads the User, and that loads the profile picture, etc.
3. Introduce a "Query Workspace", which holds objects we know we've loaded and know we can see but haven't finished filtering and/or attaching data to. This allows subqueries to look up objects instead of querying for them.
- We can probably generalize this a bit to make a few other queries more efficient. Pholio currently has a similar (but less general) "mock cache". However, it's keyed by ID instead of PHID so it's not easy to reuse this right now.
This is a bit complex for the problem being solved, but I think it's the cleanest approach and I believe the primitive will be useful in the future.
Test Plan: Looked at pastes, macros, mocks and projects as a logged-in and logged-out user.

Ref T3775 (discussion here). Ref T2625.
T3775 presents two problems:
# Existing tools which linked to `/differential/active/epriestley/` (that is, put a username in the URL) can't generate search links now.
# Humans can't edit the URL anymore, either.
I think (1) is an actual issue, and this fixes it. I think (2) is pretty fluff, and this doesn't really try to fix it, although it probably improves it.
The fix for (1) is:
- Provide a helper to read a parameter containing either a list of user PHIDs or a list of usernames, so `/?users[]=PHID-USER-xyz` (from a tokenizer) and `/?users=alincoln,htaft` (from an external program) are equivalent inputs.
- Rename all the form parameters to be more digestable (`authorPHIDs` -> `authors`). Almost all of them were in this form already anyway. This just gives us `?users=alincoln` instead of `userPHIDs=alincoln`.
- Inside ApplicationSearch, if a request has no query associated with it but does have query parameters, build a query from the request instead of issuing the user's default query. Basically, this means that `/differential/` runs the default query, while `/differential/?users=x` runs a custom query.

Summary:
Companion for D5284. Move all the query logic to a policy-aware query class. In particular:
- Currently, anyone can view and edit a project's wiki documents. For callsites using this query class, you must be able to view or edit the project to view or edit its documents.
- There's some very sketchy logic with the content/document joins. This cleans that up.
- This cleans up loading projects by moving it inside the query. We need to do this anyway to perform policy checks.
Test Plan: Viewed active/all/updated. Set page size to 2, verified pager works.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

- Renames `PhabricatorPolicyQuery` to `PhabricatorPolicyAwareQuery` (a query which respects policy settings).
- Introduces `PhabricatorPolicyQuery`, which loads available policies (e.g., "member of project X").
- Introduces `PhabricatorPolicy`, which describes a policy.
- Allows projects to be set as policies.
- Allows Paste policies to be edited.
- Covers crazy cases where you make projects depend on themselves or each other because you are a dastardly villan.

- In ProjectQuery, always load the viewer's membership in the project because we need it to perform a CAN_VIEW test.
- Add storage for the view, edit and join policies.
- A user can always view a project if they are a member.
- A user can always join a project if they can edit it.
- Editing a project requires both "view" and "edit" permissions, and edit does not imply view.
- This has no effect on the application yet.
