Summary:
Fixes T13435. If you move Phabricator or copy data from one environment to another, the repository URI index currently still references the old URI, since it writes the URI as a plain string. This may make "arc which" and similar workflows have difficulty identifying repositories.
Instead, store the "phabricator.base-uri" domain and the "diffusion.ssh-host" domain as tokens, so lookups continue to work correctly even after these values change.
Test Plan:
- Added unit tests to cover the normalization.
- Ran migration, ran daemons, inspected `repository_uriindex` table, saw a mixture of sensible tokens (for local domains) and static domains (like "github.com").
- Ran this thing:

Note the `WHERE` clause in the query normalizes the URI into "<base-uri>", and the lookup succeeds.

Summary:
Ref T11137. This class is removed in D16099. Depends on D16099.
`PhutilURI` now attempts to "just work" with Git-style URIs, so at least in theory we can just delete all of this code and pretend it does not exist.
(I've left "Display URI" and "Effective URI" as distinct, at least for now, because I think the distinction may be relevant in the future even though it isn't right now, and to keep this diff small, although I may go remove one after I think about this for a bit.)
Test Plan:
- Created a new Git repository with a Git URI.
- Pulled/updated it, which now works correctly and should resolve the original issue in T11137.
- Verified that daemons now align the origin to a Git-style URI with a relative path, which should resolve the original issue in T11004.
- Grepped for `PhutilGitURI`.
- Also grepped in `arcanist/`, but found no matches, so no patch for that.
- Checked display/conduit URIs.

Ref T10923. When regenerating the URI index for a repository, index every URI.
- Also, make the index slightly stricter (domain + path instead of just path). Excluding the domain made more sense when we were generating only first-party URIs.
- Make the index smarter about `/diffusion/123/` URIs.
- Show normalized URIs in `diffusion.repository.search` results.

- Ran migration.
- Verified sensible-looking results in database.
- Searched for a repository URI by first-party clone URI.

Summary:
Ref T4327. There are a bunch of other probably-related tasks too, some linked there.
We have some rare/unusual bugs in the change parsers, mostly in Subversion, but it's terrifying to touch them because they're complicated and fragile and have no test coverage.
To fix this stuff, I want to make them more testable. In particular, they basically end with this big INSERT right now. Instead, I'm going to make them return objects representing the data to be inserted, then have the common infrastructure do the insert. This gives us two benefits:
- Reduced code duplication on the insert;
- we can stop before the insert and have unit tests examine the objects.
This swaps the Git parser over, but doesn't swap the hg/svn parsers yet. I'll do those separately, the SVN one looks a bit tricky.
Test Plan:
- Used `scripts/repository/reparse.php` to reparse a Git commit, with `--trace`. Verified it looked the same as before and the SQL that was executed seemed reasonable.
- Did the same for `hg` / `svn` commits, to make sure I didn't derp anything. These aren't expected to do anything differently.

Summary: Ref T4327. Moves us one small step forward toward testable change parsers by separating out this unrelated logic from the PullLocal daemon. We will also probably want to run this logic so we can do remote path lookups to limit the role of Arcanist Projects in the future, which is why I made the URI type (here, only "git") a parameter rather than calling this a `GitURINormalizer` or something.
Test Plan:
- Ran unit tests.
- Ran `repository discover` on a correctly-configured remote repository.
- Ran `repository discover` on an incorrectly-configured remote, got an error message.
