Summary:
Ref T9964. ApplicationSearch currently has a bunch of hard-coded `if ($object instanceof thing)` stuff.
Pull that out so it can live in extensions.
Test Plan:
- Searched by spaces, subscribers, projects.

Ref T9132. Ref T9908. Fixes T5622. This allows you to copy some fields (projects, subscribers, custom fields, some per-application) from another object when creating a new object by passing the `?template=xyz` parameter.
Extend "copy" support to work with all custom fields.
Test Plan:
- Created new pastes, packages, tasks using `?template=...`
- Viewed new template docs page.

Summary: Ref T9132. I had some hacks in place for dealing with Edge/Subscribers stuff. Clean that up so it's structured a little better.
Test Plan:
- Edited subscribers and projects.
- Verified things still show up in Conduit.
- Made concurrent edits (added a project in one window, removed it in another window, got a clean result with a correct merge of the two edits).

Summary:
Ref T9132. Currently, EditEngine had some branchy-`instanceof` code like this:
```
if ($object instanceof Whatever) {
do_magic();
}
if ($object instanceof SomethingElse) {
do_other_magic();
}
```
...where `Whatever` and `SomethingElse` are first-party applications like ProjectsInterface and SubscribersInterface.
This kind of code is generally bad because third-parties can't add new stuff, and it suggest something is kind of hacky in its architecture. Ideally, we would eventually get rid of almost all of this.
T9789 is a similar discussion of this for the next layer down (`TransactionEditor`) and plans to get rid of branchy-instanceofs there too.
Since I'm about to add more stuff here (for Custom Fields), split it out first so I'm not digging us any deeper than I already dug us.
Broadly, this allows third-party extensions to add fields to every EditEngine UI if they want, like we do for Policies, Subscribers, Projects and Comments today (and CustomFields soon).
Test Plan:
{F1007575}
- Observed that all fields still appear on the form and seem to work correctly.

Ref T5245. These were a bad idea.
We no longer need actors for edge edits either, so remove those. Generally, edges have fit into the policy model as pure/low-level infrastructure, and they do not have any policy or capability information in and of themselves.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
Basic infrastructure for generalizing subscriptions/CCs for T1808, T1514 and T1663.
- Implement `PhabricatorSubscribableInterface` and you'll get a subscribe/unsubscribe button for free.
- If there are any auto-subscribed users (like the question author) you can specify them; this makes more sense for Tasks and Revisions than Ponder probably, but maybe the author should be auto-subscribed.
- Subscriptions are either "explicit" (the user clicked 'subscribe') or "implicit" (the user did something which causes them to become subscribed naturally). If a user unsubscribes, they'll no longer be added by implicit subscriptions. This may or may not be relevant to Ponder but is an existing Herald feature in Differential.
- Helper method on PhabricatorSubscribersQuery to load subscribers.
- This doesn't handle actually sending email, etc. I think that's all so application-specific that it doesn't belong here.
- Now seems to work.
