Summary: Ref T10748. This migrates and swaps mirroring to `PhabricatorRepositoryURI`, obsoleting `PhabricatorRepositoryMirror`. This prevents you from editing, adding or disabling mirrors unless you know a secret URI (until the UI cuts over fully), but existing mirroring is not affected.
