Summary: Ref T13072. Update "HarbormasterBuild" to use modern modular transactions.

Test Plan:
  - Aborted, restarted, paused, and resumed a build.
  - Used `bin/harbormaster restart`.
  - Grepped for use of old "::TYPE_COMMAND" constant, didn't find any hits.
