Summary: Ref T11114. This one is a bit more complex, but I think I covered everything.

Test Plan:
  - Added reviewers.
  - Removed reviewers.
  - Made reviewers blocking.
  - Made reviewers nonblocking.
  - Tried to make the author a reviewer.
