Summary: Ref T9967

Test Plan:
Ran migrations.
Verified database populated properly with PHIDs (SELECT * FROM auth_sshkey;).
Ran auth.querypublickeys conduit method to see phids show up
Ran bin/remove destroy <phid>.
Viewed the test key was gone.
