Forbid these requests from authenticating as a disabled device. Test Plan: - Ran `bin/ssh-exec --phabricator-ssh-device ...` as an enabled/disabled device (worked; sensible error). - Made Conduit calls as an enable/disabled device (worked; sensible error).
