Summary: If `jsxmin` is not available, use a pure PHP implementation instead (JsShrink). Test Plan: - Ran `arc lint --lintall` on all JS and fixed every relevant warning. - Forced minification on and browsed around the site using JS behaviors. Didn't hit anything problematic.
