Andre Klapper db19b23dce Fix PHP 8.1 "strlen(null)" exceptions on History page of Diffusion repo after changing text encoding 
Summary:
`strlen()` was used in Phabricator to check if a generic value is a non-empty string.
This behavior is deprecated since PHP 8.1. Phorge adopts `phutil_nonempty_string()` as a replacement.

Note: this may highlight other absurd input values that might be worth correcting
instead of just ignoring. If phutil_nonempty_string() throws an exception in your
instance, report it to Phorge to evaluate and fix that specific corner case.

Test Plan: After applying these two changes, changing the text encoding of a Diffusion repository to a valid encoding and going to `/diffusion/1/manage/history/`, page renders correctly and shows no exception.

Phorge is a collection of web applications which help software companies build better software.

Phorge is a community-maintained fork of Phabricator.

Phorge includes applications for:

  • reviewing and auditing source code;
  • hosting and browsing repositories;
  • tracking bugs;
  • managing projects;
  • conversing with team members;
  • assembling a party to venture forth;
  • writing stuff down and reading it later;
  • hiding stuff from coworkers; and
  • also some other things.
