Add #wikimedia-gitlab

I (brennen on libera.chat) am a technical lead for our GitLab
implementation and a member of the Wikimedia Foundation Release
Engineering team.

I'm writing this patch based on hashar's work on T286770, and
have granted founder access to #wikimedia-gitlab per the docs
at:
