[Tests] Only use concrete TestCases
Summary: Don't use abstract subclasses of ArcanistPhutilTestCase, only use concrete ones. This lets you put common functionality in an abstract BaseTestCase (which itself is a subclass of ArcanistPhutilTestCase), then implement concrete subclasses of the BaseTestCase.
