Summary: Ref T7409. This was based on rhttps://github.com/squizlabs/PHP_CodeSniffer/blob/master/CodeSniffer/Standards/Generic/Sniffs/CodeAnalysis/UnnecessaryFinalModifierSniff.php.

Test Plan: Added unit tests.
