Joshua Spence 08bad11bc8 Remove the ArcanistBaseWorkflow::getUserGUID function. 
Summary: This function has been deprecated for a long time (see rARC8150fdf044818c503a588c1b3ef0ddbb93cfa1be). It should be safe to remove it now.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
