Joshua Spence 4404e66735 Improve the "inline HTML" linter rule 
Summary: Improve `ArcanistInlineHTMLXHPASTLinterRule` such that it doesn't raise duplicate warnings. Also be a bit more lax with whitespace.

Test Plan: Unit tests now pass.
