Joshua Spence 6c1bae437e Modernize ArcanistScalaSBTLinter. 
Summary: Ref T2039. Convert the `ArcanistScalaSBTLinter` into an `ArcanistExternalLinter` and make it compatible with `.arclint`.

Test Plan: I can't really test this because I don't have any Scala projects and we don't have any test cases.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
