Joshua Spence 7b61faa192 Add a version number to ArcanistXHPASTLinter. 
Summary: Fixes T5209. It makes sense for the `ArcanistXHPASTLinter` to implement the `getVersion` method in order to be able to enforce version requirements (as in T4954).

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
