Joshua Spence 990027e3e0 Improve the handling of the php_compat_info.json file. 
Summary: See inline comments on D9576. Also replace `json_decode` with `phutil_json_decode`, for better error handling.

Test Plan: Make sure `arc unit` still works.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
