epriestley a19503bb59 Don't support severity customization in pyflakes 
Summary: Pyflakes doesn't have any message codes, so we can't do anything with severities.

Test Plan: Ran `arc lint` with severities on one of these linters, got an error.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
