Joshua Spence b63828a87e Use the ArcanistConfigurationDrivenLintEngine as a linting engine. 
Summary: Ref T2039. The `.arclint` file is reasonably complete now and we should start using it if possible, since we are trying to recommend it to others.

Test Plan: `arc lint`.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
