Joshua Spence b7bb6c8348 Add a version workflow to arcanist. 
Summary: A `version` workflow would be useful, especially for less technical users. Additionally, whenever I am faced with a new command I reasonably expect `$CMD [--help|help]` and `$CMD [--version|version]` to work.

Test Plan: Ran `arc version`.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
