f96b258302 Restore the "alternate file domain" setup warning and provide CDN instructions
Summary:
Fixes T2380. Fixes T2382. Users should really configure this, but when we had a warning before a lot of users had trouble with it.

  - Tout performance benefits.
  - Document easy setup via CDN.
  - We have an "Ignore" button now for users who really don't care.

Test Plan:
  - Set up `admin.phacility.com` through AWS CloudFront (need a few changes to handle instances to put it on the cluster in general).
  - Set up `secure.phabricator.com` through CloudFlare (almost; waiting for DNS).

9e0f70e17d Rewrite Aphlict to use Websockets
Summary:
Fixes T6559. No more flash, use Websockets. This is less aggressive than the earlier version, and retains more server logic.

  - Support "wss".
  - Make the client work.
  - Remove "notification.user" entirely.
  - Seems ok?

Test Plan:
In Safari, Firefox and Chrome, saw the browsers connect. Made a bunch of comments/updates and saw notifications.

Notable holes in the test plan:

  - Haven't tested "wss" yet. I'll do this on secure.
  - Notifications are //too fast// now, locally. I get them after I hit submit but before the page reloads.
  - There are probably some other rough edges, this is a fairly big patch.

d2df3064bc Allow Almanac services to be locked
Summary:
Fixes T6741. This allows Almanac services to be locked from the CLI. Locked services (and their bindings, interfaces and devices) can not be edited. This serves two similar use cases:

  - For normal installs, you can protect cluster configuration from an attacker who compromises an account (or generally harden services which are intended to be difficult to edit).
  - For Phacility, we can lock externally-managed instance cluster configuration without having to pull any spooky tricks.

Test Plan:
  - Locked and unlocked services.
  - Verified locking a service locks connected properties, bindings, binding properties, interfaces, devices, and device properties.

currently do not turn into links. I think they might have in the past,
but if they did the rule is a little weird and feels specific to my
use. We can reexamine this at some point, but for now just make the
links work in a normal, reasonable sort of way.

Fixes T6347. This refines the "contributor guide" documents to basically lock down support further. Notable changes in policy:

  - Bugs: Emphasis on reproduction steps, strong emphasis on using Maniphest. Emphasis on what we support.
  - Features: Emphasis on describing problems instead of solutions, emphasis on realistic expecations about timelines. Strong emphasis on using Maniphest.
  - Code: Strong emphasis on coordinating with us first. No GitHub pull requests. Emphasis on us ignoring contributions we don't have time to deal with. Suggests local forks.

Test Plan: Read these through; let me generate them and take some screenshots for easier reading.

957c1d6602 Add a setting for selecting SMTP mail encoding
Summary:
Fixes T5956. We changed the default mail encoding to `quoted-printable` to fix delivery via SendGrid via SMTP, but this broke multiple other mailers.

  - Change the default back to 8bit (which works everywhere except SendGrid).
  - Add a configuration setting for selecting `quoted-printable`.
  - Document this issue.
  - Discourage use of SendGrid in documentation.

(IMPORTANT) @klimek @nickz This reverts the `quoted-printable` fix for SendGrid. You will need to adjust your configurations (set `phpmailer.smtp-encoding` to `quoted-printable`) and restart your daemons or mail will get double newlines again.

Test Plan:
  - Sent mail via SendGrid with various `phpmailer.smtp-encoding` settings, saw mail arrive with specified encoding.

Summary:
Fixes T4767. I believe 80% of this was actually caused by the author issue fixed in T5771, but this should help make the other 20% debuggable.

  - Record why we didn't autoclose a commit when we process it.
  - Show branch autoclose status in the main branch table.
  - Show commit autoclose status on the edit screen.
  - Add documentation about how to find these statuses and what they mean.

Test Plan:
  - Read documentation.
  - Viewed branches and hovered over the various states.
  - Viewed commits in various states and checked the "Autoclose?" field.

Summary: Fixes T2605. Provide some instructions on configuring RDS properly. The "DB Parameter Group" thing in the web UI seems pretty easy to use, it's just not obvious that it's what you should be using.

fca8b5ab1b Improve UX for repository updates
Summary:
Fixes T5926. Fixes T5830. Ref T4767. Users currently sometimes have a hard time understanding repository update frequencies. This is compounded by aggressive backoff and incorrect backoff while importing repositories.

  - Don't back off while importing repositories. This prevents us from hanging at 99.99% for inactive repositories while waiting for the next update.
  - Back off less aggressively in general, and even more gradually during the first 3 days. This should make behavior around weekends better.
  - Show update frequency in the UI.
  - Provide an explicit "update now" button to call `diffusion.looksoon` in a more user-friendly way.
  - Document how backoff policies work and how to adjust behavior.

Test Plan:
  - Ran `bin/phd debug pulllocal` and verified backoff worked correctly from debugging output.
  - Clicked "Update Now" to get a hint, reloaded page to see it update.
  - Read documentation.

We no longer need actors for edge edits either, so remove those. Generally, edges have fit into the policy model as pure/low-level infrastructure, and they do not have any policy or capability information in and of themselves.

3219039575 Update nginx configuration documentation.
Summary: The configuration guide for nginx recommends using a conditional statement to check if a file exists, which is listed on the [[http://wiki.nginx.org/Pitfalls#Check_IF_File_Exists | nginx wiki]] as a common pitfall. 4925dd7e6e Remove documentation about obsolete Differential event listeners
Summary:
Fixes T5069. T2222 mostly-intentionally stopped emitting these.

My sense is that users generally find event listeners (or, really, writing PHP at all) much less preferable to things like Herald rules or HTTP hooks. This is generally good, since those things are way easier to maintain, so I plan to continue moving away from events in cases where we have reasonable alternatives.

We also generally have more and better alternatives now than when these were written.

2823547f2c Update contributor documentation
Summary:
It's fairly common for people to show up and be interested in finding easy stuff to work on. This stuff basically doesn't exist and probably never will: it doesn't make much sense to deliberately leave easy bugs broken just because someone might show up and want to fix a couple of easy bugs.

Almost all of the work that's valuable to us requires a depth or bredth of context which can't be acquired in a few hours here and there, and probably always will. I think it also always //should//, in that as long as we continue refactoring and clearing technical debt aggressively and having solid static analysis support tools, we should never have a large backlog of human-intelligence codebase tasks. The closest we've ever come were probably `pht()` and `phutil_tag()`, which both have a lot of subtleties and we mostly automated `phutil_tag()` anyway. These tasks are also //incredibly boring// to write and review.

So, accept this as a reality and realign the contributor documentation to try to deal with this case:

  - Set expectations about starter tasks not existing and throwing a couple of hours at the project writing code being a hard path.
  - Suggest non-code contributions which anyone can do.
  - Segue into code contributions with context and suggestions.

fcf5149b36 Clean up numerous rough edges in Mail configuration
Summary:
  - Support file attachments in Mailgun, after D8831.
  - Fix `bin/mail send-test --attach ...` flag.
  - Make `bin/mail send-test` route mail through the daemons.
  - Remove the `workerTaskID` on MetaMTAMail, which is only used (needlessly) by `bin/mail resend` and creates a huge mess elsewhere.
  - Currently, when mail fails, the daemon exits with a very generic and useless message. Instead, make `sendNow()` throw when it fails, so the real reason is surfaced. This is OK now because mail is always sent via the daemons.
  - Now that Mailgun supports attachments, document it.
  - Update a bunch of mail docs.

4d0935ba5e Rate limit requests by IP
Summary:
Fixes T3923. On `secure.phabricator.com`, we occasionally get slowed to a crawl when someone runs a security scanner against us, or 5 search bots decide to simultaneously index every line of every file in Diffusion.

Every time a user makes a request, give their IP address some points. If they get too many points in 5 minutes, start blocking their requests automatically for a while.

We give fewer points for logged in requests. We could futher refine this (more points for a 404, more points for a really slow page, etc.) but let's start simply.

Also, provide a mechanism for configuring this, and configuring the LB environment stuff at the same time (this comes up rarely, but we don't have a good answer right now).

Test Plan: Used `ab` and reloading over and over again to hit rate limits. Read documentation.

ed2e12047a Downgrade accepts on "request changes", and make sticky accepts optional
Summary:
Fixes T3202. This fixes a couple of workflow issues:

  - Accepted Revision -> Request Review. Currently this stays "accepted" due to sticky rules being too aggressive, but should transition to "needs review".
  - Accepted Revision -> Plan Changes -> Request Review. Currently this stays "accepted". I think this behavior is correct, and have retained it. (In this case, you don't update the revision, you just "undo" your plan changes.) You can "Request Review" again to get back to "Needs Review".

Then implements a "sticky accept" switch:

  - When off, updates downgrade accepts.
  - When off, "request review" always downgrades accepts.

Test Plan:
  - Went through all (I think?) of the plan changes / request review / accept / update workflows, with sticky accept on and off.

  - Flavor: Worldly advice.
  - Generated: Generated technical documentation.
