8cf56913d8 Deprecate "user.enable" and "user.disable" API methods, redefine them in terms of "user.edit"
Summary:
Depends on D19604. Ref T13189. See PHI642. Deprecates these in favor of "user.edit", redefines them in terms of it, and removes the old `disableUser()` method.

I kept the "is admin" permissions check for consistency, since these methods have always said "(admin only)". This check may not be the most tailored check soon, but we can just keep executing it in addition to the real check.

For now, this change stops this method from actually disabling non-bot users (since it implicitly adds a CAN_EDIT requirement, and even administrators don't have that). An upcoming change will fix that.

Test Plan: Enabled and disabled a (bot) user via these methods. Checked API UI, saw them marked as "disabled".

65904d7c51 Add a modern "user.edit" API method for users
Summary:
Depends on D19576. Ref T13164. See PHI642. This adds an EditEngine for users and a `user.edit` modern API method.

For now, all it supports is editing real name, blurb, title, and icon (same as "Edit Profile" from the UI).

Test Plan:
  - Edited my stuff via the new API method.
  - Tried to edit another user, got rejected by policies.
  - Tried to create a user, got rejected by policies.

aa6e788f36 Mark "v3" API methods as stable; mark obsoleted methods as "Frozen"
Summary:
Ref T12074. The "v3" API methods (`*.search`, `*.edit`) are currently marked as "unstable", but they're pretty stable and essentially all new code should be using them.

Although these methods are seeing some changes, almost all changes are additive (support for new constraints or attachemnts) and do not break backward compatibility. We have no major, compatibility-breaking changes planned.

I don't want to mark the older methods "deprecated" yet since `arc` still uses a lot of them and there are some capabilities not yet available on the v3 methods, but introduce a new "frozen" status with pointers to the new methods.

Overall, this should gently push users toward the newer methods.

5dec03af32 Make OAuth scope handling more flexible
Summary:
Ref T7303. Currently, our handling of "scope" is fairly rigid and adheres to the spec, but some of these behaviors don't make much sense in practice.

Soften some behaviors and make them more flexible:

**Soft Failure on Unknown Permissions**: If a client asks for a permission we don't know about, just warn that we don't recognize it instead of fataling. In particular, I plan to make `offline_access` and `whoami` implicit. Older clients that request these permissions will still work fine as long as we don't hard-fatal.

**Move `user.whoami` to ALWAYS scope**: Make `whoami` a default permission. We've already done this, in effect; this just formalizes it.

**Tokens no longer expire**: Make `offline_access` (infinite-duration tokens) a default permission. I think the OAuth model doesn't map well to reality. It is common for other providers to issue "temporary" tokens with a duration of multiple years, and the refesh workflow is sort of silly. We can add a "temporary" scope later if we need temporary tokens.

This flow was potentially extra silly with the "log out of Phacility" use case, where we might need to have you log in again before we could log you out, which is bizarre and senseless. Avoid this nonsense.

**Move away from granular permissions**: Users currently get to pick-and-choose which permissions they grant, but this likely rarely/never works in practice and is fairly hostile since applications can't communicate which permissions they need. Applications which can actually operate with only some subset of permissions can make separate requests (e.g., when you activate "cool feature X", it asks for X permission). I think applications that do this are rare; pretty much everything just asks for tons of permissions and everyone grants them.

Making this all-or-nothing is better for well-behaved applications and better for users. It's also slightly better for overzealous applications that ask for more than they need, but whatever. Users can make an informed decision, hopefully, and I plan to let administrators force applications to a subset of permissions once we introduce meaningful scopes.

Test Plan:
  - Generated tokens.
  - Used tokens.
  - Authorized an instance.
  - Faked some bogus scopes, got clean authorization.

  - In the future, we may reintroduce "sporradic" or other more complicated availability states, but they would be properties of the invitee, not of the event itself.

7f11e8d740 Improve handling of email verification and "activated" accounts
Summary:
Small step forward which improves existing stuff or lays groudwork for future stuff:

  - Currently, to check for email verification, we have to single-query the email address on every page. Instead, denoramlize it into the user object.
    - Migrate all the existing users.
    - When the user verifies an email, mark them as `isEmailVerified` if the email is their primary email.
    - Just make the checks look at the `isEmailVerified` field.
  - Add a new check, `isUserActivated()`, to cover email-verified plus disabled. Currently, a non-verified-but-not-disabled user could theoretically use Conduit over SSH, if anyone deployed it. Tighten that up.
  - Add an `isApproved` flag, which is always true for now. In a future diff, I want to add a default-on admin approval queue for new accounts, to prevent configuration mistakes. The way it will work is:
    - When the queue is enabled, registering users are created with `isApproved = false`.
    - Admins are sent an email, "[Phabricator] New User Approval (alincoln)", telling them that a new user is waiting for approval.
    - They go to the web UI and approve the user.
    - Manually-created accounts are auto-approved.
    - The email will have instructions for disabling the queue.

I think this queue will be helpful for new installs and give them peace of mind, and when you go to disable it we have a better opportunity to warn you about exactly what that means.

Generally, I want to improve the default safety of registration, since if you just blindly coast through the path of least resistance right now your install ends up pretty open, and realistically few installs are on VPNs.

Test Plan:
  - Ran migration, verified `isEmailVerified` populated correctly.
  - Created a new user, checked DB for verified (not verified).
  - Verified, checked DB (now verified).
  - Used Conduit, People, Diffusion.
