Summary: Fixes T11595. Previously if a user didn't have permissions to view an application it would still appear in the application typeahead in various menus. This change will prevent that by checking if the app is installed for the viewer before displaying it as an option
Test Plan: I went to the "Pin Applications" menu and typed in "Conpherence" and saw it appear as an option. I then went to the "Edit Policies" menu as an admin and removed permissions for my user to use Conpherence. Once I did that, it no longer showed up in the typeahead menu

This provides a bit more depth and separation over content and definitions/comments.

Summary:
Fixes T9118. When populating some policy controls like "Default Can View" for repositories, we do some special logic to add object policies which are valid for the target object type.
For example, it's OK to set the default policy for an object which has subscribers to "Subscribers".
However, this logic incorrectly //removed// custom policies, so the form input ended up blank.
Instead, provide both object policies and custom policies.
Test Plan:
- Set default view policy to a custom policy.
- Hit "Edit" again, saw control correctly reflect custom policy after change.
- Set default edit policy to a different custom policy.
- Saved, edited, verified both policies stuck.
- Set both policies back.
- Checked some other object types to make sure object policies still work properly.

Summary: Ref T8099. This adds a new class which all search engines return for layout. I thought about this a number of ways, and I think this is the cleanest path. Each Engine can return whatever UI bits they needs, and AppSearch or Dashboard picks and lays the bits out as needed. In the AppSearch case, interfaces like Notifications, Calendar, Legalpad all need more custom layouts. I think this also leaves a resonable path forward for NUX as well. Also, not sure I implemented the class correctly, but assume thats easy to fix?
Test Plan: Review and do a search in each application changed. Grep for all call sites.

Ref T5681. Ref T8488. This allows policy rules to provide "Object Policies", which are similar to the global/basic policies:
- They show up directly in the dropdown (you don't have to create a custom rule).
- They don't need to create or load anything in the database.
To implement one, you just add a couple methods on an existing PolicyRule that let Phabricator know it can work as an object policy rule.

These rules only show up where they make sense. For example, the "Task Author" rule is only available in Maniphest, and in "Default View Policy" / "Default Edit Policy" of the Application config.
This should make T8488 easier by letting us set the default policies to "Members of Thread", without having to create a dedicated custom policy for every thread.

Ref T5681. Policy rules can now select objects they can apply to, so a rule like "task author" only shows up where it makes sense (when defining task policies).
This will let us define rules like "members of thread" in Conpherence, "subscribers", etc., to make custom policies more flexible.
Notes:
- Per D13251, we need to do a little work to get the right options for policies like "Maniphest > Default View Policy". This should allow "task" policies.
- This implements a "task author" policy as a simple example.
- The `willApplyRule()` signature now accepts `$objects` to support bulk-loading things like subscribers.
Test Plan:
- Defined a task to be "visible to: task author", verified author could see it and other users could not.
- `var_dump()`'d willApplyRule() inputs, verified they were correct (exactly the objects which use the rule).
- Set `default view policy` to a task-specific policy.
- Verified that other policies like "Can Use Bulk Editor" don't have these options.

Summary: Working towards a more unified look and feel. This brings in Lato as a complete base font over Helvetica Neue, as well as removing Source Sans Pro from DocumentView and Conpherence. Design-wise Lato provides the nice readability at larger font sizes that Source Sans Pro did, with the ability to scale down to tables and UI widgets with ease. This gives us one font instead of two, and now Object descriptions and Timeline posts all can benefit from a consistent, readable font.

Test main UI, smaller elements like tables, menus, DocumentViews, Previews, Conpherence.

Ref T8099. In most cases we return either an ObjectList or AphrontTable, and can pretty up the UI in ApplicationSearch. There are a few edge cases, like PeopleUserLog, that can be cleanup up individually in the future, but look fine for now.
Also added 'setNotice' for AphrontTable for a few cases where we want to convey addtional information.
TODO: Seems we always pass a Pager Object, which tries to get displayed, I'll redesign that interaction in the future, probably by passing the Pager to the ObjectBox

Fixes T7816. This just punts adding proper cursor-based paging to Applications for now, since they don't have a handy order.
If we get to 101, we can either fix this properly or change the SearchEngine to return 200 results.
(Previously, we generated a cursor only if we absolutely needed to, so this code wasn't called. We generate cursors in some cases where we may not need them now, but the code is simpler this way.)

- Generally, I'd like to reduce the amount of "Config" configuration we have.
- One good way to do this is to move it into UIs in Application configuration. We did this with email recently.
- I think this was a great change and I'd like to keep moving in this direction.
- T7149 touches configuration related to file storage engines. Although I'm not planning to fully move configuration into applications yet, it would be easier to debug and test if I could drop a read-only panel there to show engines.
- So, modularize the config stuff so I can add a new panel without hard-coding it.

Summary: Fixes T7088. Mainly this updates the documentation but I also snuck in tweaking how the domain reply handler is built. This does two main things -- makes the behavior consistent as some applications who didn't override this behavior would send out emails with reply tos AND makes it easier for us to deprecate the custom domain thing on a per application basis, which is just silly. On that note, the main documentation doesn't get into how this can be overridden, though I left in that mini blurb on the config setting itself. We could deprecate this harder and LOCK things if you want as well.

- It's kind of hard to get to the option to uninstall Home anyway.
