Depends on D20670. Ref T13343. The user activity message log types are currently hard-coded, so only upstream code can really use the log construct.
Under the theory that we're going to keep this log around going forward (just focus it a little bit), modularize things so the log is extensible.
Test Plan:
Grepped for `UserLog::`, viewed activity logs in People and Settings.
(If I missed something here -- say, misspelled a constant -- the effect should just be that older logs don't get a human-readable label, so stakes are very low.)

Summary:
Fixes T13273. This element is a bit weird, but I think I fixed it without breaking anything.
The CSS is used by project hovercards and user hovercards, but they each have a class which builds mostly-shared-but-not-really-identical CSS, instead of having a single `View` class with modes. So I'm not 100% sure I didn't break something obscure, but I couldn't find anything this breaks.
The major issue is that all the text content has "position: absolute". Instead, make the image "absolute" and the text actual positioned content. Then fix all the margins/padding/spacing/layout and add overflow. Seems to work?
Plus: hide availability for disabled users, for consistency with D20342.

Summary:
Depends on D18971. Ref T13049. The rule is currently "you can see IP addresses for actions which affect your account".
There's some legitimate motivation for this, since it's good if you can see that someone you don't recognize has been trying to log into your account.
However, this includes cases where an administrator disables/enables your account, or promotes/demotes you to administrator. In these cases, //their// IP is shown!
Make the rule:
- Administrators can see it (consistent with everything else).
- You can see your own actions.
- You can see actions which affected you that have no actor (these are things like login attempts).
- You can't see other stuff: usually, administrators changing your account settings.
Test Plan: Viewed activity log as a non-admin, no longer saw administrator's IP address disclosed in "Demote from Admin" log.

Summary:
Ref T12268. Ref T12157. When you mention or interact with a user who is unlikely to be able to respond (for example, because their account is disabled), we try to show a colored dot to provide a hint about this.
Recently, we no longer send any normal mail to unverified addresses. However, the rules for showing a dot haven't been updated yet, so they only care about this if `auth.require-verification` is set. This can be misleading, because if you say `Hey @alice, what do you think about this?` and she hasn't verified her email, you may not get a response.
Update the rule so users with unverified email addresses get a grey dot in all cases. The hint is basically "you shouldn't expect a response from this user".
Make the meaning of this hint more clear on the hovercard and profile.
Also:
- Allow the non-ajax version of the hovercard page (which is basically only useful for testing hovercards) accept `?names=...` so you can just plug usernames, hashtags, etc., in there.
- Fix a bug where the user's join date was based on their profile creation date instead of account creation date on the hovercard. Users may not have a profile creation date (if they never changed any account details), and it may be different from their account creation date.

Summary:
Fixes T12215. Two issues:
- We build this `$session` link out of `$ip`, which is (a) wrong even if `$ip` was the IP and (b) super wrong since `$ip` is a tag.
- These links don't work even if we'd built them right: searching by the //prefix// of a session identifier does nothing.
At least for now, just get rid of the links rather than trying to make this behavior work.
Test Plan:
On People > Activity logs:
- Before patch: Saw bad links with bogus targets in "session" column.
- After patch: Saw plain text in "session" column.

Summary:
Ref T11809. We show a red dot next to a username to indicate that the user is away (on vacation, in a meeting, etc).
It's not very obvious what this means unless you know that's what it is: when you click the username or view a hovercard, there's no visual hint about what the red dot means. It does say "Away", but there is a lot of information and it doesn't visually connect the two.
Connect the two visually by putting a red dot next to the "Away" bit, too.

Summary:
Looking at IPs who recently registered more than one account in
Phabricator and trying to figure out whether they are spam bots
or just all on the same university network, I often want to check
recent user activity of these accounts. Hence linking the entries
in the User column to their user page comes in handy.

Summary:
Ref T4398. This adds a settings panel for account activity so users can review activity on their own account. Some goals are:
- Make it easier for us to develop and support auth and credential information, see T4398. This is the primary driver.
- Make it easier for users to understand and review auth and credential information (see T4842 for an example -- this isn't there yet, but builds toward it).
- Improve user confidence in security by making logging more apparent and accessible.
Minor corresponding changes:
- Entering and exiting hisec mode is now logged.
- This, sessions, and OAuth authorizations have moved to a new "Sessions and Logs" area, since "Authentication" was getting huge.
Test Plan:
- Viewed new panel.
- Viewed old UI.
- Entered/exited hisec and got prompted.
