bc15eee3f2 Update SchemaQuery and the web UI to accommodate multiple master databases
Summary:
Depends on D16115. Ref T11044. In the brave new world of multiple masters, we need to check the schemata on each master when looking for missing storage patches, keys, schema changes, etc.

This realigns all the "check out what's up with that schema" calls to work for multiple hosts, and updates the web UI to include a "Server" column and allow you to browse per-server.

This doesn't update `bin/storage`, so it breaks things on its own (and unit tests probably won't pass). I'll update that in the next change.

Test Plan: Configured local environment in cluster mode with multiple masters, saw both hosts' status reported in web UI.

00796e592b Move Setup Issues into it's own notification style menu
Summary: Ref T11132. This gets rid of the red bar for admins and instead shows a new menu item next to notifications/chat if there are unresolved configuration issues. Menu goes away if there are no issues. May move this later into the bell icon, but think think might be the right place to start especially for NUX and updates. Maybe limit the number of items?

Test Plan:
Tested with some, lots, and no config issues.

2930733ac9 Complete modernization of Aphlict configuration
Summary:
Fixes T10697. This finishes bringing the rest of the config up to cluster power levels.

Phabricator is now given an arbitrarily long list of notification servers.

Each Aphlict server is given an arbitrarily long list of ports to run services on.

Users are free to make them meet in the middle by proxying whatever they want to whatever else they want.

This should also accommodate clustering fairly easily in the future.

Also rewrote the status UI and changed a million other things. 🐗

6b7183a762 Modularize Aphront "sites"
Summary:
Fixes T5702. The path here is long and windy:

  - I want to move `blog.phacility.com` to the new `secure` host.
  - That host has `security.require-https` set, which I want to keep set (before, this was handled in a sort of hacky way at the nginx/preamble level, but I've cleaned up everything else now).
  - Currently, that setting forces blogs to HTTPS too, which won't work.
  - To let blogs be individually configurable, we need to either modularize site config or make things hackier.
  - Modularize rather than increasing hackiness.
  - Also add a little "modules" panel in Config. See T6859. This feels like a reasonable middle ground between putting this stuff in Applications and burying it in `bin/somewhere`.

Test Plan:
  - Visited normal site.
  - Visited phame on-domain site.
  - Visited phame off-domain site.
  - Viewed static resources.

7dabc21154 Load all keys, support unique keys, and provide an "all issues" view

  - The old way of getting key information only got primary / unique / foreign keys, not all keys. Use `SHOW INDEXES` to get all keys instead.

fb8da6f4af Support key schemata and column nullability
Summary:
Ref T1191. The major issue motivation here is that InnoDB keys have a maximum length of 767 bytes. When we move `utf8` colums to `utf8mb4` columns, they'll jump from 3 bytes per character to 4 bytes per character, which may make some indexes too long. Add key schema to help spot this.

Also add nullability since it doesn't hurt.

b24e36706d Generate expected and comparison schemata
Summary:
Ref T1191. This builds on the "view of the database as it exists" by building a view of the database as it is expected to exist (this is mostly empty for now) and comparing the two. We now render a view of the "comparison schema", which is the actual schema merged with the expected schema and annotated with the differences.

(I'm merging them like this because it makes it easier to handle both "missing" and "surpulus" warnings in a consistent way. If we tried to annotate just the actual or expected schema, the absence of components which are expected to exist is messy to handle.)

ef0a0b5727 First version of "Quest Tracker" Home NUX
Summary:
Ref T5317. General idea here is that Dashboards are replacing the home page soon. We think they'll do a good job for normal users, but they aren't very good for new administrators who have just completed an install. In this case, any dashboard we put there by default will be empty and not very useful or helpful. It's also technically a bit messy to build objects by default.

Instead, give new administrators a "Quest Tracker" UI to help them get through things. When they're done with setup steps, they build a dashboard and install it to replace the home page. They can add install-specific welcome messages during this process, so hopefully this will also ease onboarding for non-administrator users.

For now, you have to go to Config > Welcome Screen explicitly to see this UI. We can tweak/test it for a bit before replacing the home page.

6df1a02413 (Redesign) Clean up older "Tile" code

This does some backend cleanup of the tile stuff, and some general cleanup of other application things:

  - Users who haven't customized preferences get a small, specific set of pinned applications: Differential, Maniphest, Diffusion, Audit, Phriction, Projects (and, for administrators, Auth, Config and People).
  - Old tile size methods are replaced with `isPinnnedByDefault()`.
  - Shortened some short descriptions.
  - `shouldAppearInLaunchView()` replaced by less ambiguous `isLaunchable()`.
  - Added a marker for third-party / extension applications.

96839d35f4 Detect and raise setup warnings from within Phabricator
Summary:
This is basicaly a light version of D4286. The major problem with D4286 is that it's a huge leap and completely replaces the setup process in one step.

Instead, I want to do this:

  - Add the post-setup warnings (yellow bar with "6 unresolved warnings...").
  - Copy all setup checks into post-setup warnings (so every check has an old-style check and a new-style check).
  - Run that for a little bit and make sure it's stable.
  - Implement fatal post-setup checks (the red screen, vs the yellow bar).
  - Run that for a little bit.
  - Nuke setup mode and delete all the old checks.

This should give us a bunch of very gradual steps toward the brave new world of simpler setup.

Test Plan:
 - Faked APC setup failures, saw warnings raise.
 - Verified that this runs after restart (get + set).
 - Verified that this costs us only one cache hit after first-run (get only).
