Ref T10939. If you haven't installed a dashboard, we show an "Active Revisions" panel on the homepage by default. I waited a bit to update this, but the new buckets don't seem to have caused any major problems so far.
Update this to use the new logic. I'm just showing "must review" + "should review", which is similar to the old beahvior.
Also replace the notification count with this same number. This is a little different from the old behavior, but simpler, and I think we should probably move toward getting rid of these counts completely.
Test Plan:
- Viewed homepage as logged-in user, saw my revisions (including revisions I have authority over only because of project membership).

Summary:
Fixes T9279. Modernizes the SearchEngine and Query classes. User-facing changes:
- Added order by commit date, default to order by commit date with newest commits first.
- Added explicit "Needs Audit by".
- Added new `packages(...)` typeahead function.
- Picked up automatic subscribers, projects, and order fields.
This changes behavior a little bit: we previously attempted to exclude, e.g., commits which a package you own needs to audit, but which you have resigned from. This is difficult in general and I think it needs a more comprehensive solution. This shouldn't impact users much, anyway.

- Internalizes the "check that the viewer can see projects" check into edge logic.
- Adds some convenience functions. Some of these aren't really all that convenient, but it's rare that we actually apply project constraints to queries in the applications -- and most of these callsites will go away in the long term -- so I didn't go too crazy with providing a simpler `withProjectPHIDs()` universal API or anything.

Summary: ...also kills off "PhabricatorAuditCommitQuery" and "PhabricatorAuditQuery", by moving the work to "DiffusionCommitQuery". Generally cleans up some code around the joint on this too. Also provides policies for audit requests, which is basically the policy for the underlying commit. Fixes T4715. (For the TODO I added about files, I just grabbed T4713.)

Audit: verified the three default views all showed the correct things, including highligthing. did some custom queries and got the correct results.
Diffusion: verified "blame view" still worked. verified paths were highlighted for packages i owned.
Home: verified audit boxes showed up with proper commits w/ audits
bin/audit: played around with it via --dry-run and got the right audits back

Summary:
Ref T4365. Primary search currently uses `PhabricatorSearchQuery` for storage, which is pretty much the same as `PhabricatorSavedQuery`, except that it's old and not used anywhere else anymore.
Maniphest used to also use this table, but no longer does after Septmeber, 2013. We need to retain the class so the migration can work.
This introduces `PhabricatorSearchApplicationSearchEngine` and `PhabricatorSearchDocumentQuery`, but they're both stubs that I just needed for technical reasons and/or to pass lint. The next couple patches will move logic into them and use ApplicationSearch properly.
Test Plan:
- Searched for stuff.
- Searched for stuff with filters.
- Searched for fulltext in Maniphest.
- Grepped for `PhabricatorSearchQuery`.
